AGENDA SESSION
REGULAR MEETING

Board members present: Chairman Cory Wright, Vice-Chairman Brett
Wachsmith, and Commissioner Laura Osiadacz.
Others: Mandy Buchholz, Deputy Clerk of the Board II; Lindsey Ozbolt,
Planning Official; Jeremey Johnston, Staff Planner; Mark Cook, Public
Works Director/Interim County Engineer; Angela Bugni, Legal Secretary

CALL TO ORDER
Chairman Wright called the meeting to order

Commissioner Wachsmith moved to approve the Agenda, as presented.
Commissioner Osiadacz seconded. Motion carried 3-0.
CONSENT AGENDA
Commissioner Wachsmith moved to approve the Consent Agenda, as
presented. Commissioner Osiadacz seconded. Motion carried 3-0.

AGREEMENT BUGS & FLIES, INC. AUDITOR
Approve Amendment #2 to the Professional Services Agreement between
Kittitas County on behalf of the Kittitas County Horticultural Pest and
Disease Board, and Bugs & Flies, Inc.; dba B&F Services, allowing for
the prevention/control of the Apple Maggot, noting Amendment is an
additional $60,000.00 bringing the total amount to $190,000.00.
SET PUBLIC HEARING LEASING CO. OWNED PROPERTY SOLID WASTE
Approve Setting a Public Hearing to consider Leasing County Owned
Property located at 1200 E. University Way, Ellensburg, WA 98926 to be
held on August 6, 2019 at 2:00 p.m. in the Commissioners Auditorium,
Room 109, Kittitas County Courthouse 205 West 5th Ave. Ellensburg, WA and
to authorize the Clerk to publish said notice.
RESOLUTION 2019-118 RECORDS MGMT TRAINING SCHD. TREASURER
Approve Resolution No. 2019-118, Approving Public Records Act and
Records Management Training Schedule.
RESOLUTION 2019-119 DICKEY CREEK BRIDGE PUBLIC WORKS
Approve Resolution No. 2019-119, Authorizing the Chair’s Signature on
Federal Highway Administration Federal Lands Access Program Match
Agreement WA Kittitas 5880 (1) – Dickey Creek Bridge.
RESOLUTION 2019-120 RATIFYING CLE ELUM SIGNATURE PUBLIC WORKS
Approve Resolution No. 2019-120, Ratifying the City of Cle Elum’s
Construction Award to DJB Construction for the Extension of City Water &
Sewer to the Kittitas County Public Works Proposed Maintenance Facility
on No.5 Mine Road at the Request of the Public Works Director.

Jeremy Johnston, Staff Planner reviewed a Staff Report and stated that
on November 16, 2010, the Board of County Commissioners approved the
Dunford PUD for a phased development of 65 residential units on 345.69
acres through Ordinance 2010-013. The Dunford PUD included a Rezone and
Large Lot Applications (RZ-17-00008 and LL-08-00002) which were
processed and approved concurrently. He stated that this final
Development Plan consists of a total of 65 single family residential
units located east of the City of Cle Elum off State Highway 97 at the
north intersection of Bettas Road, Cle Elum, WA, (Assessor’s map numbers
19-17-03000-0002 and a portion of 20-17-34000-0006 and 201-17-34000-
0002). He reviewed the steps the developer will need to do moving
forward per County Code and stated that Staff’s recommendation after
reviewing the final development plan, finds that the conditions imposed
by Resolution 2010-013 have either been met or are on-going conditions
to be met prior to Final Plat approval.
Commissioner Wachsmith moved to approve the Dunford PUD Final
Development Plan (RZ-07-00008 & LL-08-00002), and direct Staff to
prepare enabling documents. Commissioner Osiadacz seconded. Commissioner
Osiadacz stated that the conditions have been met and County Code states
we “shall” approve since they are vested applications and have to do
what was in Code at the time they began the process. Chairman Wright
stated that the matrix provided reflects items as satisfied. Motion
carried 3-0.
