COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONERS CONFERENCE ROOM
REGULAR MEETING
MONDAY 9:40 A.M. JULY 15, 2019
Board members present: Chairman Cory Wright; Vice-Chair Brett
Wachsmith & Commissioner Laura Osiadacz.
Others: Mandy Buchholz, Deputy Clerk of the Board II; Mark Cook,
Public Works Director/Interim County Engineer; Lisa Young, HR
Director and one member of the public.
REGULAR MEETING DEPARTMENT HEAD PUBLIC WORKS
Mark Cook, Public Works Director/Interim County Engineer presented
the Board a draft Airport Lease. He reviewed the prior conversations
regarding language changes specifically to page 7 clause 22, and
pages 1 and 2 regarding the yearly rate increase and CPI. He
reviewed the old language and discussions with Deputy Prosecutor
Neil Caulkins regarding risk for removing certain terms, noting that
most of it was federal regulatory language and what it would look
like moving forward if there was an issue between Lessee and the
County etc.
The Board stated that they were in support of the proposed Draft
Lease and indicated that Public Works could begin drafting leases.
Director Cook briefed the Board on the HopeSource Transit Stops
Project in Upper County and the WSDOT requirements they are learning
about. He discussed the location concerns and the costs.
The Board discussed alternate options and directed Mr. Cook to work
to stage the transit stops on either City or County Road networks
and to let the Board know if HopeSource has any issues.
