Training Discussion
REQUEST TO APPROVE A RESOLUTION AWARDING THE DESIGN AND ENVIRONMENTAL
PERMITTING CONTRACT FOR THE KACHESS LAKE ROAD CULVERT REPLACEMENT
PROJECT TO JACOBS AND AUTHORIZE THE DIRECTOR OF PUBLIC WORKS TO
NEGOTIATE SCOPE OF WORK AND SIGN THE REQUIRED LOCAL AGENCY AGREEMENT
Mark Cook presented the resolution for consideration. Mark Cook
stated that this project is being funded with STBG funds and staff
received seven (7) responses for the project. Mark Cook continued
that four (4) reviewers from Public Works scored the submittals with
Jacobs being the selected consultant for the project. Commissioner
Wright inquired about the timeline on getting the negotiations and
scope of work completed with Mark Cook replying about two (2) weeks.
Vice -Chairman Brett Wachsmith made a motion to approve Resolution
2019-127 Awarding the Design and Environmental Permitting Contract for
the Kachess Lake Road Culvert Replacement Project to Jacobs and
Authorize the Director of Public Works to negotiate Scope of Work and
sign the required Local Agency Agreement. Chairman Cory Wright
seconded the motion. Motion passed.
REQUEST TO APPROVE A RESOLUTION AWARDING THE DESIGN AND ENVIRONMENTAL
PERMITTING CONTRACT FOR THE NANEUM ROAD CULVERT REPLACEMENT PROJECT TO
JACOBS AND AUTHORIZE THE DIRECTOR OF PUBLIC WORKS TO NEGOTIATE SCOPE
OF WORK AND SIGN THE REQUIRED LOCAL AGENCY AGREEMENT
Mark Cook stated that the project for Naneum Road Culvert Replacement
Project is a similar funded project as Kachess Lake Road. Mark Cook
commented that there is recurrent flooding in this area and staff
received eight (8) responses for the project and had the same four (4)
staff reviewers. Mark Cook added that Jacobs was also selected for
this project. Vice -Chairman Brett Wachsmith made a motion to approve
Resolution 2019-128 Awarding the Design and Environmental Permitting

Authorize the Director of Public Works to negotiate Scope of Work and
2019-08-12 MINUTES
signed the required Local Agency Agreement. Chairman Cory Wright
seconded the motion. Motion passed.
BOWERS FIELD TAXI LANE CONSTRUCTION DISCUSSION
Mark Cook stated that staff recently met with two potential lessees
for property at Bowers Field. Mark Cook continued that these lots
would have private hangars constructed on them, however, the area
where the lots are located do not have utilities or taxi lanes
constructed. Mark Cook added that he is requesting to add the costs
for these improvements into the 2020 budget and potentially lease
these lots at a higher rate to recover some of the improvement costs.
Discussion was held. Staff was directed to pursue the costs
associated with the improvements and program into the budget for 2020.
BAKERS ROAD TRUCK TRAFFIC DISCUSSION
Mark Cook stated that there has been a long standing issue with
construction traffic accessing Bakers Road to bypass the internal road
network of Suncadia. Mark Cook commented that he has attempted to
work out a solution with Suncadia but has not been successful. Mark
Cook continued that the traffic is using the Evergreen Valley
neighborhood as a shortcut upsetting residents. Mark Cook added that
as an emergency solution he had staff place barricades on Bakers Road
so large vehicles could not travel on the roadway. Mark Cook stated
that the Board could pass an Ordinance restricting truck traffic and
then it becomes an enforcement issue. Discussion was held. Staff was
directed to remove the barricades and schedule a meeting with Suncadia
and Fire District No. 6 to discuss the issue.
TANEUM ROAD EAST SPEED STUDY TWO (2) RESULTS
Mark Cook stated that at a previous study session he presented speed
study results for Taneum Road East and after discussion the Board
directed staff to conduct an additional study to see if any
recreational traffic would be captured. Mark Cook presented the
results from the second study and commented that the results didn't
change much from the first study. Mark Cook suggested moving forward
with setting a public hearing for the Board to hear from residents in
the area and that his recommendation will be to not lower the speed
limit. Staff was directed to set a public hearing at an upcoming
agenda session.
Meeting adjourned at 1:54 pm

STUDY SESSION STAFF REPORT
STUDY SESSION DATE: August 12, 2019
TOPIC: Out of State Travel and Training
ACTION REQUESTED: Authorize Out of State Training for Water Resource
Manager Thomas
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Authorize out of state travel and training for Water Resource Manager Thomas.
BRIEFING SUMMARY:
• Floodplain Manager Hodges is retiring 12-31-2019
• Floodplain Manager training is being offered 10-21 through 10-24, 2019 in
Lewiston, ID
• Water Resource Manager Thomas will serve as Floodplain Manager upon
successful completion of the FEMA course and associated certification exam
BACKGROUND:
For the past several years, Planner III Hodges has served as the County's Floodplain
Manager. Karen's pending retirement creates a critical gap in the County's floodplain
management program. Water Resources Manager Thomas is offering to serve as the
County's Floodplain manager following Hodges' retirement.
DISCUSSION:
FEMA is providing the required floodplain manager training course in Lewiston, ID in
October. The course is generally three days and a certification exam is offered following
the course. Public Works (PW) desires having Thomas go through the training and
subsequent exam allowing some additional time if a second exam is needed. In the
absence of a certified floodplain manager, PW will likely have to contract floodplain
permit review to an outside consultant.
FISCAL IMPACTS:
The course is free. Travel is estimated at approximately $800 - $1,000 (meals, lodging
and fuel). The adopted 2019 budget provides $6,000 for training.

PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: August 12, 2019
TOPIC: ELN Taxi -lane Construction
ACTION REQUESTED: Direct Staff
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Direct staff prepare cost estimates for extending utilities and constructing two taxi -lanes
at ELN supporting pending private hangar leases.
BRIEFING SUMMARY:
• Five (5) pending lessees require new taxi -lanes to access ELN parcels
• Utilities (sewer, water, electric and gas) should be extended prior to taxi -lane
construction
• The Airport Fund (10 1) does not have sufficient cash reserves likely needed for
taxi -lane construction
• Economic development plan for ELN is likely one year away from delivery
BACKGROUND:
Five (5) private pilots have put deposits down for leasing lots inside the fence at ELN for
building private hangars. The location of the lots requires the construction of two
separate taxi -lanes extending from the existing apron area to back lots located along
Bowers Road.
DISCUSSION:
Taxi -lane construction is envisioned in the current ELN Master plan. The cost of utility
extension is likely the most expensive part of the taxi -lanes. The Board must consider the
impact of seeking total cost recovery for project costs against the lots benefited or
recognize the cost of development is incidental to leasing up available rental area airside
at the airport.
Supplemental funding is required for the taxi -lane to go forward in design and
construction is 2020. Once an engineering and planning consultant is selected for ELN,
the design and construction oversight tasks can be undertaken.
PUBLIC WORKS BOARD OF COUNTY CONINUSSIONERS WORK SESSION STAFF REPORT
FISCAL IMPACTS:
Public Works is estimating the combined cost of utility extension at $155/per lineal foot
(using recent Suncadia bonding estimates). The cost of taxi -lane construction is
estimated at being $40,000 (using recent Suncadia bonding estimates). Design is
estimated at $50,000. The likely combined project cost is: $130,000 to $150,000.

PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: August 12, 2019
TOPIC: Bakers Road Truck Traffic
ACTION REQUESTED: Direct Staff Prepare an Ordinance Restricting Truck
Traffic on Bakers Road at Swiftwater Drive
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Direct that staff prepare an Ordinance for Board consideration restricting truck through
traffic on Bakers Road at Swiftwater Drive.
BRIEFING SUMMARY:
• Long term access issue with Suncadia at Bakers Road
• Public Works (PW) has declined to pursue requested road vacation by Suncadia
• Suncadia restricts access via a locked gate at SR 903
• Suncadia construction traffic terrorizes the local community every construction
season as they avoid the locked gate
• Recently, Public Works placed jersey barrier allowing cars to navigate past the
barriers but prohibiting larger truck traffic
• Numerous calls both pro and con have been pouring in through last week
• It appears that construction traffic is driving around the barricades outside of
public right of way and onto private property
BACKGROUND:
For the past several years, PW has tried to manage access of construction traffic on
Bakers Road at Swiftwater Drive. Suncadia management has expressed dis-satisfaction
with PW decision not to pursue vacation of Bakers Road. In response, Suncadia
Management manipulates locked gates forcing construction traffic through Evergreen
Valley to Bakers Road.
DISCUSSION:
PW believes the long term solution to minimizing Suncadia construction impact on the
Evergreen Valley community it to develop legislation limiting construction traffic on
Bakers Road at Swiftwater Drive. A brief conversation with FD 6 last week affirms
ongoing access issues with Suncadia management. It is unfortunate that Suncadia
construction traffic feels compelled to access Suncadia via Bakers Road. While PW is
friendly to the construction industry, the Bakers Road/Swiftwater Drive is not designed to

manage the kinds and amount of traffic being forced through the intersection owing to
decisions being made by Suncadia management.
FISCAL IMPACTS:
