Services and Five (5) Members of the Public
At 1:30 pm Vice -Chairman Brett Wachsmith opened the Public Works Study
Session.
No additional items were added to the agenda.
MERRILL HANGAR PROPOSAL DISCUSSION
Mark Cook stated that staff recently received a proposal from Mark
Merrill regarding building a hangar at Bowers Field. Mark Cook
continued that Mr. Merrill is requesting to build a hangar to county
specifications without utilities to store his aircraft that is
currently located in the Tri -Cities and in lieu of paying a ground
lease Mr. Merrill would grant ownership of the hangar to the county
after the end of the twenty (2) year lease term. Mark Cook added that
in his opinion this is a low risk transaction and is looking for BOCC
direction. Staff was directed to draft a lease stating the terms as
described and bring back for BOCC consideration.
HYAK PARKING
Mark Cook gave background on the continued parking issues at Hyak
faced by county staff and the Snoqualmie Pass Utility District (SPUD).
Mark Cook continued that SPUD recently reached out again inquiring on
imposing a no parking fine by Ordinance and soliciting towing
companies for services in supporting the action. Discussion was held.
Two (2) members of the public spoke on the issue. Staff was directed
to draft the enabling documents with legal counsel and bring back for
review prior to setting a public hearing.
GAME FARM ROAD SPEED REDUCTION DISCUSSION
Mark Cook stated that approximately a month ago he met with a
concerned resident from Game Farm Road regarding the speed and recent
approval of a new development in the area. Mark Cook continued that
he drove the roadway at the posted speed of fifty (50) miles per hour
with the resident and agreed that the speed was too fast for
conditions. Mark Cook added that he had a survey crew go out and
2019-08-26 MINUTES
collect data supporting the speed reduction. Mark Cook suggested
setting a public hearing with the BOCC to consider the speed reduction
on Game Farm Road. Staff was directed to set the public hearing as
recommended by staff.
Meeting adjourned at 1:46 pm

PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: August 26, 2019
TOPIC: Merrill Hangar Proposal
ACTION REQUESTED: Provide Direction
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Accept Mr. Merrill's proposal and provide construction specifications.
BRIEFING SUMMARY:
• Mark Merrill desires building a hangar to County specification at ELN.
• Rather than pay a land lease rate, Merrill proposals gifting the hangar to Kittitas
County at the end of a twenty year lease.
BACKGROUND:
Recently, staff was approached by Mark Merrill discussing the likelihood of constructing
a private hangar at ELN. Mr. Merrill requires no utilities and proposes building a metal
hangar to County specification. Rather than paying a twenty year land lease, Mr. Merrill
proposes dedicating the hangar to the County at the end of twenty years.
DISCUSSION:
Staff proposes using our standard aeronautical lease ensuring maintenance provisions are
maintained throughout the twenty year period. Dedication of the hangar at twenty years
is expected to return a higher financial yield during the last twenty years of useful life by
generating building lease in addition to land lease for the future hangar tenant.
FISCAL IMPACTS:
Assuming Lot H-14 (0.31 acres); the loss of land lease is: 20 X $0.14 X 13,504 SF =
$38,000 (=/-).
Minimal future twenty year revenue: 20 X $0.18 X 13,504 SF + $1.20/SF X 1,400 SF X
20 = $82,214.

DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: August 26, 2019
TOPIC: Hyak Parking
ACTION REQUESTED: Direct Staff
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Direct that staff prepare enabling parking legislation for Hyak and solicit for towing
services.
BRIEFING SUMMARY:
• Ongoing winter parking conditions in Hyak continue to decline
• Current parking prohibition is ineffective deterring illegal parking
• KCC 10.07 does not impose a no parking fine
• Snoqualmie PUD is requesting assistance
• Last year, Public Works (PW) discussed imposing parking fines and contracting
with a tow service for 2019/2020 winter operations
BACKGROUND:
Illegal winter parking in Hyak continues to worsen. Routinely, PW cannot plow Hyak
roads and at times cannot get out of our shared maintenance facility with Snoqualmie
PUD. The PUD is requesting action from the County deterring illegal parking in Hyak
on the weekends. Last year, PW proposed parking fees and hiring a towing service in
response to the ongoing illegal weekend parking in Hyak.
DISCUSSION:
PW believes a high parking fees coupled with a significant towing effort will result in
reduced illegal parking in Hyak Currently, the County (KCC 10.07) allows soliciting
towing services for a five year contract period but does not impose parking fines. PW
could prepare a draft parking fine ordinance, solicit legal review and then bring the
ordinance in a future study session for Board consideration.
FISCAL IMPACTS:
Undetermined at this time.

DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: August 26, 2019
TOPIC: Game Farm Road Speed Reduction
ACTION REQUESTED: Set a Public Hearing Considering a Speed Reduction for
Game Farm Road Mile Post 1.04 to Mile Post 2.54
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Set a public hearing considering a speed reduction for Game Farm Road mile post 1.04
(Wilson Creek Road) to mile post 2.54.
BRIEFING SUMMARY:
• Recently, Public Works (PW) conducted a sight distance study on four vertical curves
on Game Farm Road between Wilson Creek Road and Naneum Road
• The road segment is currently 50 MPH
• The roadway lanes are narrow, approximately ten feet
• Sight distance for three curves is met at 35 MPH with a single curve dropping down
to 25 MPH
• PW suggests reducing the speed to 35 MPH and signing an advisory of 25 MPH at
the worse curve
BACKGROUND:
A moderate sized subdivision is approved and the road network has been taken on system on
Game Farm between Wilson Creek Road and Naneum Road. Construction of residential lots
has not begun at this time. Once built, the residential traffic on the road segment will likely
double in average daily traffic counts. Existing vertical curves do not meet minimum sight
distance design standards for 50 MPH.
ETI' Curtis has conducted an engineering evaluation of existing vertical curves along Game
Farm Road and confirmed the curves do not meet minimum sight distance requirements for
50 MPH. One curve does not meet 35 MPH design standards. PW recommends reducing the
speed on Game Farm (1.04 to 2.54) to 35 MPH and signing an advisory at 25 MPH for single
none compliant curve.
FISCAL IMPACTS:
Resigning the road segment is expected to cost approximately $2,000.
