COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AGENDA SESSION REGULAR MEETING
TUESDAY 10:00 A.M. AUGUST 20, 2019
Board members present: Vice-Chairman Brett Wachsmith and Commissioner
Laura Osiadacz. Excused: Chairman Cory Wright.
Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works
Director/Interim Engineer and 2 members the public.
CALL TO ORDER
Vice-Chairman Wachsmith called the meeting to order.
PLEDGE OF ALLEGIANCE
Vice-Chairman Wachsmith led the Pledge of Allegiance.
INTRODUCTION OF NEW COUNTY EMPLOYEES – NONE PROCLAMATIONS – NONE AWARDS & RECOGNITIONS – NONE APPROVAL OF AGENDA
Commissioner Osiadacz moved to approve the Agenda, as presented. Vice-
Chairman Wachsmith seconded. Motion carried 2-0. CONSENT AGENDA
Commissioner Osiadacz moved to approve the Consent Agenda, as presented.
Vice-Chairman Wachsmith seconded. Motion carried 2-0.

RESOLUTION 2019-131 HOUSING AUTHORITY COMMISSIONERS
Approve Resolution No. 2019-131, Approving the Issuance of Revenue
Obligations by the Housing Authority of Kittitas County in the Principal
Amount of Not to Exceed $15,435,000.00 to Finance the Acquisition,
Rehabilitation and Equipping of Six Apartment Complexes to Provide
Housing for Low-Income Persons in Kittitas County, Washington.
RESOLUTION 2019-132 PROSECUTION OF CITY CASES PROSECUTOR
Approve Resolution No. 2019-132, Authorizing an Interlocal Agreement
between the Kittitas County Prosecuting Attorney and the City of
Ellensburg, Washington for Interim Prosecution of City Cases, in an
amount of $6,400.00 from September 1, 2019 through January 31, 2020 or
until such time as a new City Prosecutor commences or other time as
parties may mutually agree upon in writing.
AGREEMENT ELLENSBURG RODEO SHERIFF
Approve an Agreement between Kittitas County and the Ellensburg Rodeo,
to provide services of Reserve Sheriff’s Deputies to maintain order,
safety and security for all during the course of the events operated by
the Rodeo from and including August 28, 2019 through September 2, 2019
at a rate of $18.00 per hour.
AGREEMENT GOVERNMENT PAYMENT SERVICES, INC. SHERIFF
Approve a Fourth Annual Renewal of a Professional Services Agreement
between Kittitas County and Government Payment Service, Inc. continuing
through April 1, 2020.
AGREEMENT WALLA WALLA COUNTY PUBLIC HEALTH
Approve Service Agreement #19-33 between the Walla Walla County
Department of Community Health and the Kittitas County Public Health
Department, for services relating to the Youth Marijuana Prevention and
Education Program, in an amount not to exceed $10,000.00 from July 1,

2019 through June 30, 2010.
AGREEMENT DEPARTMENT OF SOCIAL & HEALTH SERVICES PUBLIC HEALTH
Approve a Program Agreement between the Washington State Department of
Social & Health Services and Kittitas County for Developmental
Disabilities Employment and Day Services along with Information and
Education Funds, in the amount of $728,032.00 from July 1, 2019 through
June 30, 2020.
SET PUBLIC HEARING SPEED ON TANEUM ROAD EAST PUBLIC WORKS
Approve Setting a Public Hearing to consider a Speed Reduction on Taneum
Road East and Amend Kittitas County Code Section 10.08.020 and Section
10.080.030 Speed Limits, to be held on Tuesday September 3, 2019 at 2:00
p.m. in the Commissioners Auditorium, Room 109, Kittitas County
Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk
to publish said notice.
LEASE TYLER GLAHN PUBLIC WORKS
Approve an Addendum to a Lease Agreement between Kittitas County and
Tyler Glahn, for Lots H-34 and H-35 of the Kittitas County Amended
Binding Site Plan BS-10-00001, as recorded June 28, 2010, in Book 11,
Pages 249-255, Kittitas County, effective September 1, 2019.
RESOLUTION 2019-133 CENTRAL WA UNIVERSITY – GLADMAR PARK PUBLIC WORKS
Approve Resolution No. 2019-133, Termination of the Gladmar Park Lease
with Central Washington University. CORRESPONDENCE - NONE CITIZEN COMMENTS ON NON-AGENDA ITEMS – NONE BOARD DISCUSSION/DECISION ITEMS - NONE MISCELLANEOUS - NONE EXECUTIVE SESSION – NONE ADJOURNMENT
