<br />09/26/2019 MINUTES 1 <br /> <br /> <br /> <br /> <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONER’S CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />THURSDAY 9:30 A.M. SEPTEMBER 26, 2019 <br /> <br />Board members present: Chairman Cory Wright & Vice-Chairman Brett <br />Wachsmith. Excused: Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Patti Johnson, Solid Waste <br />Director/Project Manager; and Kady Porterfield, Event Center Director. <br /> <br />SPECIAL MEETING KVEC PARKING LOTS EVENT CENTER <br /> <br />At 9:30 a.m. Chairman Wright opened a Special Meeting to discuss parking <br />lots at the Kittitas Valley Event Center. <br /> <br />Patti Johnson, Solid Waste Director/ Project Manager said Central <br />Washington University has drafted a basic design on the large parking <br />area located off of University Way. They would like to have it paved and <br />use it for additional parking for students. She asked the Commissioners <br />for direction, as there’s never been an official vote taken to move <br />forward or not on the project. <br /> <br />Commissioner Wachsmith said he was in favor of the project as it was <br />part of the Event Center’s Master Plan. Chairman Wright questioned who <br />would be having the underlying control over the project. Commissioner <br />Wachsmith said if CWU were to be lead on the project and bond it, they <br />would obtain a Certificate of Participation. He said he was told the <br />project would be funded through students and not the tax payers. <br /> <br />Ms. Johnson said she would bring back a Resolution at a later date that <br />would allow the project to move forward and have CWU carry the debt if <br />they want. CWU has said there would be different permits available in <br />the parking area (long term versus short term) and they would also be <br />doing all of the enforcement. Ms. Johnson offered to meet with <br />Commissioner Osiadacz and get her up to speed when she returns from <br />vacation. Staff was instructed to schedule a follow up meeting for <br />possibly the week of October 14th. <br /> <br />Ms. Johnson updated the Board on the parking lot located behind the <br />Armory building. She said the only issue is the Ferris Wheel would need <br />to relocate a little during the annual Fair due to the need for drainage <br />space. She said she’d add Fair Board member Greg Zempel to the updates
