COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AGENDA SESSION REGULAR MEETING
TUESDAY 10:00 A.M. OCTOBER 1, 2019
Board members present: Chairman Cory Wright and Vice-Chairman Brett
Wachsmith. Absent: Commissioner Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works
Director/Interim Engineer and 1 member of the public.
CALL TO ORDER
Chairman Wright called the meeting to order.

SPECIAL EVENT HUFFMAN FARMS PUMPKIN FESTIVAL COMMISSIONERS
Approve a Special Event Application to hold the Huffman Farms Pumpkin
Festival throughout the month of October beginning September 28, 2019
through October 27, 2019, conditioned upon requirements from various
County departments; and grant a waiver to Kittitas County Code Chapter
5.20.100 – Penal Bond – Bond of Indemnity.
AMENDMENT JUNK-TIQUEN IN THE BURG COMMISSIONERS
Approve an Amendment to the 2019 Lodging Tax Services Agreement LT-2019-
009 between Kittitas County and Junk-tiquen in the Burg, effective
January 1, 2019, adding Facility Rental under Section 2.f for
Reimbursements.
AGREEMENT HOPESOURCE AUDITOR
Approve a Subrecipient Agreement between Kittitas County and HopeSource
in the amount of $80,067.00, to provide Public Services for Low-and

Moderate-Income Persons in Kittitas County from the Community
Development Block Grant Funds through the Department of Commerce in
relation to Contract #19-62210-008, from July 1, 2019 through June 30,
2020.
AGREEMENT DEPARTMENT OF AGRICULTURE AUDITOR
Approve an Interagency Grant Agreement Number K2871 between the
Washington State Department of Agriculture and Kittitas County, for the
Specialty Crop Block Grant Program, in the amount of $150,000.00 from
September 30, 2019 through September 29, 2022.
SET PUBLIC HEARING DISPOSAL OF ASSETS AUDITOR
Approve Setting a Public Hearing to consider the Demolition of County
Assets (#75 House and #77 Laundry Buildings and Disposal of the Assets
from the County Books, to be held on Tuesday October 15, 2019 at 2:00
p.m. in the Commissioners Auditorium, Room 109, Kittitas County
Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk
to publish said notice.
RESOLUTION 2019-149 VANTAGE BAY PLANNED UNIT DEVELOPMENT CDS
Approve Resolution No. 2019-149, In the Matter of the Final Development
Plan for the Vantage Bay Planned Unit Development (RZ-06-00025 and LP-
06-00026), reducing the number of residential lots to 144, and adding a
clubhouse to be developed as Phase 1, and adding a 40 unit hotel,
restaurant, winery and vineyard to be developed as Phase 2, located
south of the Vantage Bridge, in Section 20, Township 17 north, Range 23,
WM, Kittitas County, WA.
SET PUBLIC HEARING PURCHASE OF REAL PROPERTY PUBLIC WORKS
Approve Setting a Public Hearing to consider the Purchase of Real
Property described as Parcel No. 5933, to be held on October 15, 2019 at
2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County
Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk
to publish said notice.
SET PUBLIC HEARING ANNUAL CONSTRUCTION PROGRAM & 6 YR TIP PUBLIC WORKS
Approve Setting a Public Hearing to consider the Adoption of the Annual
Construction Program for 2020 and the Six Year Transportation
Improvement Program for the Years 2020-2025, to be held on Tuesday
October 15, 2019 at 2:00 p.m. in the Commissioners Auditorium, Room 109,
Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to
authorize the Clerk to publish said notice.

RESOLUTION 2019-150 2020 DISTRESSED SALES & USE TAX PUBLIC WORKS
Approve Resolution No. 2019-150, Awarding 2020 Distressed County Sales
and Use Tax Funding to the Kittitas County Chamber of Commerce and
Ellensburg Business Development Authority DBA Centerfuse and to
Authorize a Second Round of Capital Facility Grant Applications for the
Remaining 2020 Distressed County Sales and Use Tax Distribution.
