COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING
TUESDAY 2:00 P.M. OCTOBER 15, 2019
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith; and Commissioner Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works
Director/Interim Engineer; Arden Thomas, WRP Manager; Kay Kresge,
Fiscal Analyst; Erin Moore, WRP Coordinator; Patti Johnson, Solid
Waste Director/Project Manager; Peter Dykstra, Special Deputy
Prosecutor; and 3 members of the public.
PUBLIC HEARING SURPLUS PROPERTY COMMISSIONERS
At 2:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider
Declaring County Surplus Property to be Removed from County Records.
KAY KRESGE, FISCAL ANALYST provided a brief Staff Report requesting
that the Board surplus Building #75 House and Building #77 Laundry
located at Shady Acres.
THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. RESOLUTION 2019-151 DECLARE SURPLUS PROPERTY AUDITOR
COMMISSIONER WACHSMITH moved to approve Resolution No. 2019-151, to
Declare Equipment Surplus to the County. COMMISSIONER OSIADACZ
seconded. Motion carried 3-0.
PUBLIC HEARING ANNUAL CONSTRUCTION PROGRAM & 6 YR TIP PUBLIC WORKS
At 2:01 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider
Adopting the Annual Construction Program for 2020 and the Six-Year
Transportation Improvement Program for the Years 2020-2025.
MARK COOK, PUBLIC WORKS DIRECTOR/INTERIM ENGINEER provided a Staff
Report on the Annual Construction Program for 2020, as well as the
Six-Year Transportation Improvement Program for the Years 2020-2025.
He said they held an Open House in the Lower County and the Upper
County and only one member of the public attended. There were no
changes to Staff’s proposals and recommended adopting the Annual
Construction Program for 2020 and the Six Year Transportation
Improvement Program for the Years 2020-2025.

THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. RESOLUTION 2019-152 2020 ANNUAL CONSTRUCTION PROGRAM PUBLIC WORKS COMMISSIONER WACHSMITH moved to approve Resolution No. 2019-152,
Adopting an Annual Construction Program for 2020. COMMISSIONER OSIADACZ seconded. Motion carried 3-0. RESOLUTION 2019-153 SIX YEAR TIP PUBLIC WORKS COMMISSIONER WACHSMITH moved to approve Resolution No. 2019-153,
Adopting a Six-Year Transportation Improvement Plan for the Years
2020-2025. COMMISSIONER OSIADACZ seconded. Motion carried 3-0.
PUBLIC HEARING PURCHASE REAL PROPERTY PUBLIC WORKS
At 2:12 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider the
Purchase of Real Property Described as Tax Parcel 58933.
ARDEN THOMAS, WRP MANAGER provided a Staff Report and reviewed the
purchase of real property (land and water rights), which would
secure approximately 160.3 acres of land (Tax Parcel 58933) and two
associated senior water rights. After the acquisition, the land
would be managed by the Flood Control Zone District, as Open Space
for flood hazard reduction, fish and wildlife enhancement, and
agriculture uses. She noted Kittitas County has applied for funding
the Department of Ecology’s Floodplain by Design program, which
requires a Grant Agreement.
THOSE PRESENT & TESTIFYING: ANN WELZ, SENIOR PLANNER, THE TRUST FOR PUBLIC LANDS ORGANIZATION said they were pleased to work with the
County and other agencies throughout the project. She felt the
purchase would make the biggest difference in the community for
future generations. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED.
RESOLUTION 2019-154 PURCHASE OF REAL PROPERTY PUBLIC WORKS COMMISSIONER WACHSMITH moved to approve Resolution No. 2019-154,
Ratifying the Purchase and Sale Agreement and Authorizing Chairman’s
Signature on Closing Documents and Authorizing the Director of
Public Works to Execute the Grant Agreement. COMMISSIONER OSIADACZ
seconded. Motion carried 3-0.
