10/15/2019 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING <br /> TUESDAY 2:00 P.M. OCTOBER 15, 2019 <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith; and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works <br />Director/Interim Engineer; Arden Thomas, WRP Manager; Kay Kresge, <br />Fiscal Analyst; Erin Moore, WRP Coordinator; Patti Johnson, Solid <br />Waste Director/Project Manager; Peter Dykstra, Special Deputy <br />Prosecutor; and 3 members of the public. <br /> PUBLIC HEARING SURPLUS PROPERTY COMMISSIONERS <br /> <br />At 2:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider <br />Declaring County Surplus Property to be Removed from County Records. <br /> KAY KRESGE, FISCAL ANALYST provided a brief Staff Report requesting <br />that the Board surplus Building #75 House and Building #77 Laundry <br />located at Shady Acres. <br /> THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. RESOLUTION 2019-151 DECLARE SURPLUS PROPERTY AUDITOR <br /> COMMISSIONER WACHSMITH moved to approve Resolution No. 2019-151, to <br />Declare Equipment Surplus to the County. COMMISSIONER OSIADACZ <br />seconded. Motion carried 3-0. <br /> PUBLIC HEARING ANNUAL CONSTRUCTION PROGRAM & 6 YR TIP PUBLIC WORKS <br />At 2:01 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider <br />Adopting the Annual Construction Program for 2020 and the Six-Year <br />Transportation Improvement Program for the Years 2020-2025. <br /> MARK COOK, PUBLIC WORKS DIRECTOR/INTERIM ENGINEER provided a Staff <br />Report on the Annual Construction Program for 2020, as well as the <br />Six-Year Transportation Improvement Program for the Years 2020-2025. <br /> <br />He said they held an Open House in the Lower County and the Upper <br />County and only one member of the public attended. There were no <br />changes to Staff’s proposals and recommended adopting the Annual <br />Construction Program for 2020 and the Six Year Transportation <br />Improvement Program for the Years 2020-2025. <br />
