KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: October 14, 2019
TOPIC: Hyak Parking Fines
ACTION REQUESTED: Direct Staff Prepare Enabling Legislation and Schedule
a Public Hearing
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Amend Kittitas County Code 10.06.050 "Towing and impounding vehicles violating
parking restrictions" and 10.07.060 "Towing and impounding of vehicles violating
parking restrictions".
BRIEFING SUMMARY:
• Currently, KCC 10.06.050 does not impose a parking violation fine.
• Staff proposes imposing a $200.00 parking violation fine.
• Snoqualmie Public Utility District supports the parking fine.
• Public Works routinely cannot snowplow large portions of Hyak during the
winter owing to illegally parked vehicles.
• Amending KCC requires a public hearing.
BACKGROUND:
Every winter, illegal parking in Hyak makes snowplowing difficult for Public Works
(PW) staff. People routinely park in front of the PW maintenance facility blocking our
ability to exist the building. In 2017, PW placed concrete barriers and now uses a locked
cable to thwart illegal parking in front of the maintenance facility that is shared by the
Snoqualmie Public Utility District (SPUD).
During winter weekends, the illegal parking also adversely impacts the ability for SPUD
to respond to requests for service. SPUD solicited PW in 2018 requesting action on
possible solutions aimed at minimizing impacts from illegal parking.
DISCUSSION:
Given this cost of a ski weekend, PW believes any parking fine should be sufficiently
large to avoid individuals accepting the fee as park of the "ski weekend" cost package.
PW also believes that an aggressive tow campaign will further discourage illegal parking
in Hyak.
Pagel of 3
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
Providing the Board of County Commissioners (BOCC) elects to move forward
amending KCC 10.06.050 and 10.07.060; then PW suggests issuing a request for
proposals from qualified towing companies supporting the legislation change.
FISCAL IMPACTS:
The cost of issuing new "No Parking" signs with the fine amount listed is anticipated to
be approximately $250/sign. PW estimates the total cost for all signs at $10,000.

PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: October 14, 2019
TOPIC: Washington State Department of Transportation Airfield Resilience for
Cascadia Subduction Zone Earthquake
ACTION REQUESTED: No Action Required
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
No action by the Board of County Commissioners is recommended by staff.
BRIEFING SUMMARY:
• Staff recently participated in a phone conference with Washington State
Department of Transportation and US Department of Homeland Security staff
discussing emergency response to a Cascadia Subduction Zone earthquake
• WSDOT planning is working cooperatively with Homeland Security developing
an action plan following a significant earthquake in Western Washington
• Bowers Field has been identified for possible study inclusion
BACKGROUND:
The possible catastrophic impacts from a Cascadia Subduction Zone earthquake have
been the topic of discussion by emergency response personnel for several years.
WSDOT recently completed a resilience study on its road and bridge network and is now
embarking on a limited evaluation of its airport system. The Department of Homeland
Security is providing limited funding towards developing an earthquake response plan for
selected Washington State airports (background is provided as EXHIBIT 1).
DISCUSSION:
Bowers Field is not one of the primary airports slated for resilience planning inclusion,
although its strategic statewide location accounts for its listing on airports of interest.
Critical areas for airport assessment include:
• Airport infrastructure and facility vulnerability
• Airport lifeline infrastructure dependencies
• Airport operational considerations and coordination.
Outcomes of the resilience study would identify how critical airports are expected to
perform relative to post disaster logistics. Gaps and potential vulnerabilities will likely
be identified from study conclusions.

Assessing Washington State Airport/Airfield Resilience for CSZ Planning
Background
This assessment seeks to ascertain the ability of Washington State airports and airfields to serve as
staging areas following a catastrophic magnitude 9.0 Cascadia Subduction Zone (CSZ) earthquake. State
stakeholders currently lack an understanding of how airports/airfields in Washington will be impacted
by a CSZ earthquake, which inhibits more detailed planning for post -disaster logistics and disaster relief
supply chains. The results of this study will inform future airport/airfield earthquake resiliency
investments under the Resilient Washington Strategy and feed updates to the State of Washington CSZ
Response Plan and the FEMA Region 10 CSZ Response Annex expected in 2021.
The 2017 Washington State Transportation Systems RRAP project assessed the resilience of surface
transportation systems within the state (i.e., highways, seaports, railroads) relative to an M9.0 CSZ
earthquake, but omitted aviation -based transportation. This airports/airfields assessment project
planned for FY 2020 will complement prior efforts, providing project stakeholders (including WSDOT and
WA EMD) a more complete, multi -modal statewide assessment of Washington transportation systems.
Project Scope
The following airports have been prioritized by Washington State for assessments (Figure 1):
• Paine Field
• William R. Fairchild International
• Grant County International
• Bremerton National
• Bellingham International
• Olympia Regional
• Sanderson Field
• Tacoma Narrows
• Friday Harbor
• Tri -Cities
• Yakima Air Terminal
• Columbia Gorge Regional
• SeaTac International
• Spokane International
• Renton Municipal
• Skagit Regional
• Arlington Municipal
• Southwest Regional Airport
• Bowers Field
• Walla Walla Regional

Figure 1. Washington State Pre -Identified Disaster Logistics Airports
These airports will be assessed based on available funding and criticality of supporting post -disaster
logistics. Please note that we may not be able to assess all airports shown above. These assessments will
inform FEMA and State staging areas and response plans.
Project Analytical Approach
This project's proposed analytical approach will consist of onsite data collection at identified
airports/airfields and post -visit analysis to evaluate their resilience to a CSZ earthquake in the context of
post -disaster response logistics. The assessment methodology outlined below mirrors a similar
methodology that is currently being employed in the 2018 Oregon Transportation RRAP project.
The first phase of the project will include airport/airfield site visits for facilitated data collection.
Activities during these visits will include:
A streamlined facilitated discussion with airport managers, engineers, maintenance personnel, and other
airport staff focused on three critical areas:
1. Airport infrastructure and facility vulnerability to a CSZ earthquake, including prior studies, design
standards, planned capital improvements; and also the exposure of airport infrastructure to primary and
secondary seismic impacts (e.g., ground motion, ground failure, tsunami inundation);
2. Airport lifeline infrastructure dependencies, including the airport's reliance on external fuel, electricity,
telecommunication/data, water/wastewater, and transportation systems; and
3. Airport operational considerations and coordination, including exploring the operability of the airport
under disrupted conditions, minimum operations, and coordination with federal/regional response efforts
A site tour of the airport to examine physical infrastructure, identify response resources and equipment, and
observe physical connections to external infrastructure systems
Coordination with U.S. Transportation Command (USTRANSCOM) to understand its capabilities and
requirements to operate at the airfields visited and to support disaster logistics response efforts
The second phase of the project will involve synthesizing findings from the site visits into a report that
identifies overarching systemic vulnerabilities, facility -specific seismic vulnerabilities, and resilience
enhancement actions that could better enable airports/airfields to support post-CSZ response activities.
Project Outcomes
The study output would be a project report that synthesizes the information collected and related
analysis to improve the state's understanding of how a CSZ earthquake would affect the performance of
critical airports/airfields in supporting post -disaster logistics. This information will be valuable for
ongoing disaster and investment planning and will identify specific additional knowledge gaps or
vulnerabilities that may merit more focused, engineering -based studies of specific facilities.
The study will also identify several potential actions that stakeholders could take to improve seismic
resilience at major airport/airfield facilities and the linkages to critical lifeline infrastructure systems
upon which those facilities rely. In addition, USTRANSCOM will use this information to update its
inventory of U.S. airports/airfields (e.g., runway conditions, NAVAIDs/lighting, aircraft weight limits).
This information will also inform Defense Support to Civil Authorities (DSCA) planning efforts.
