COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AGENDA SESSION REGULAR MEETING
TUESDAY 10:00 A.M. OCTOBER 15, 2019
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith; and Commissioner Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works
Director/Interim Engineer; Lisa Young, Human Resources Director; Tristen
Lamb, Public Health Administrator; Amy Fuller, Assessment Coordinator
II; and 2 members of the public.
CALL TO ORDER
Chairman Wright called the meeting to order.
PLEDGE OF ALLEGIANCE
Chairman Wright led the Pledge of Allegiance.
INTRODUCTION OF NEW COUNTY EMPLOYEES – NONE PROCLAMATIONS – NONE AWARDS & RECOGNITIONS
Amy Fuller, Assessment Coordinator II was recognized for the 2019 Public
Health Excellence Award from the Washington State Public Health
Association.
APPROVAL OF AGENDA
Chairman Wright noted consent item C had been removed from the Agenda,
and there would be an Executive Session at the end of the meeting.
Commissioner Wachsmith moved to approve the Agenda, as amended.
Commissioner Osiadacz seconded. Motion carried 3-0.

REQUEST TO PUBLISH A NOTICE OF LOGIC AND ACCURACY TESTING FOR THE NOVEMBER 5 GENERAL/SPECIAL ELECTION – ITEM REMOVED FROM THE AGENDA AT THE REQUEST OF THE AUDITOR’S OFFICE AGREEMENT DEPARTMENT OF SOCIAL & HEALTH SERVICES JUVENILE
Approve Agreement No. 1963-59052 between the State of Washington,
Department of Social and Health Services, Department of Children, Youth,
and Families and Kittitas County, for youth access needed Evidence-Based
Programs (EBP’s), from July 1, 2019 through June 30, 2021.
RESOLUTION 2019-155 TRAVEL POLICY PROSECUTOR
Approve Resolution No. 2019-155, to Authorize an Amendment to the
Kittitas County Travel Policy Establishing a County Provided Refreshment
and/or Meals Policy and Procedure.

SET PUBLIC HEARING ANNUAL DOCKET AMENDMENTS CDS
Approve Setting a Public Hearing for Tuesday November 12, 2019 at 6:00
p.m. in the Commissioners Auditorium, Room 109, Kittitas County
Courthouse 205 West 5th Avenue Ellensburg, WA to consider the 2019
Kittitas County Annual Docket Amendments, and to authorize the Clerk to
publish said notice.
AGREEMENT THE WATERSHED COMPANY CDS
Approve a Professional Services Agreement between The Watershed Company
and Kittitas County, to provide Consulting Services for Phase II of the
Critical Areas Ordinance Update.
CALL FOR BIDS SNOW & ICE CONTROL PRODUCTS PUBLIC WORKS
Approve a Notice of Call for Bids to Furnish Snow and Ice Control
Products for Calendar Year 2020, to be accepted until October 31, 2019
at 2:00 p.m. in the Kittitas County Public Works Department 411 North
Ruby Street, Suite 1, Ellensburg, WA and to authorize the Clerk to
publish said notice.
CALL FOR BIDS PETROLEUM AND LUBRICANT PRODUCTS PUBLIC WORKS
Approve a Notice of Call for Bids to Furnish Petroleum and Lubricant
Products for Calendar Year 2020, to be accepted until October 31, 2019
at 2:00 p.m. in the Kittitas County Public Works Department 411 North
Ruby Street, Suite 1, Ellensburg, WA and to authorize the Clerk to
publish said notice.
AGREEMENT JENNIFER DeWITT PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
Jennifer DeWitt, in an amount not to exceed $1,800.00 to facilitate Of
Love and Logic Parenting classes, in from September 1, 2019 through June
30, 2019.
AGREEMENT ROBIN READ PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
Robin Read, in the amount of $75.00 per hour, to facilitate
meetings/events for the Developmental Disability Advisory Committee to
create partnership projects to provide employment support services for
young adults with developmental disabilities from September 1, 2019
through June 30, 2020.

AGREEMENT PARENT TO PARENT PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
Kittitas Valley Opportunities, dba Parent to Parent, in the amount of
$20,000.00 to provide emotional support, information and legislative
advocacy to families of children with developmental disabilities from
July 1, 2019 through June 30, 2020.
AGREEMENT YAKIMA SPECIALTIES, INC. PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
Yakima Specialties, Inc. to establish subcontracted employment and day
services for people with disabilities in Kittitas County from July 1,
2019 through June 30, 2020.
AGREEMENT ENTRUST COMMUNITY SERVICES PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
Entrust Community Services, to provide employment and day services for
people with disabilities in Kittitas County, at a rate of $75.00 per
service hour for Individual Employment; $53.00 per service hour for
Group Supported Employment and $35.00 per service hour for Community
Inclusion, from July 1, 2019 through June 30, 2020.
AGREEMENT ELMVIEW PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
Elmview, to provide employment and day services for people with
developmental disabilities in Kittitas County, at a rate of $75.00 per
service hour for Individual Employment; $53.00 per service hour for
Group Supported Employment and $35.00 per service hour for Community
Inclusion, from July 1, 2019 through June 30, 2020.
AGREEMENT YAKIMA VALLEY MEMORIAL HOSPITAL/VIRGINIA MASON PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
Yakima Valley Memorial Hospital Association dba Virginia Mason Memorial,
to provide needs of the general public, parents, and children or adults
diagnosed with developmental disabilities, in the amount of $10,000.00
from July 1, 2019 through June 30, 2020.
APPOINTMENT DAVID STURGELL COMMISSIONERS
Approve the appointment of David Sturgell to the Kittitas County
Homelessness and Affordable Housing Committee, as the Member-at-Large,
for a two year term effective immediately and expiring on December 31,
2021.

APPOINTMENT BOARD OF EQUALIZATION COMMISSIONERS
Approve the appointment of Josh Cox to the Board of Equalization, as an
Alternate Member, for a three-year term effective immediately and
expiring on December 31, 2022. CORRESPONDENCE - NONE CITIZEN COMMENTS ON NON-AGENDA ITEMS – NONE BOARD DISCUSSION/DECISION ITEMS – NONE MISCELLANEOUS - NONE EXECUTIVE SESSION
At 10:09 a.m. Chairman Wright announced the Board would recess into
Executive Session for 10 minutes with Lisa Young, Human Resource
Director and Mark Cook, Public Works Director/Interim Engineer to
evaluate the qualifications of an applicant for public employment or to
review the performance of a public employee. However, subject to RCW
42.30.140 (4), discussion by a governing body of salaries, wages, and
other conditions of employment to be generally applied within the agency
shall occur in a meeting open to the public, and when a governing body
elects to take final action hiring, setting the salary of an individual
employee or class of employees, or discharging or disciplining an
employee, that action shall be taken in a meeting open to the public.
Potential action following the Executive Session.
At 10:19 a.m. the Board reconvened out of Executive Session. No action
taken.
A 10:19 a.m. Chairman Wright announced the Board would recess back into
Executive Session for 10 minutes to evaluate the qualifications of an

At 10:29 a.m. the Board reconvened out of Executive Session. The Board
directed Staff to post the Airport Manager position for 2 weeks and for
Director Cook to develop a transition plan for the position from the

Public Works Department to report directly to the Board of
Commissioners. The Board expressed their appreciation and thanked
Director Cook for his work relating to the Airport. ADJOURNMENT
The meeting was adjourned at 10:29 a.m.
