Mark Cook stated he had no additional items to add to the agenda. VANTAGE HIGHWAY OVERLAY PROJECT Mark Cook gave background on the project and the updating of the traffic safety plan. Mark Cook stated that Public Works was awarded 1.03 million dollars for the asphalt overlay and additionally awarded 1.15 million dollars for guardrail installation for a total of 2.18 million dollars. Mark Cook continued that staff will go out for consultant design for the project with sealed bids being advertised around May 2020. KITTITAS VALLEY FIRE AND RESCUE REQUEST FOR ASSISTANCE Mark Cook stated that Public Works has been asked by Kittitas Valley Fire and Rescue to assist with the relocation within a five mile radius of the existing fire station at Fairview and Brickmill Roads. Mark Cook continued that he does have a staff member that is capable of performing the GIS assistance; however, he spoke with IT Director Jim Goeben and his staff member Jason Eklund has volunteered to be available if needed. Staff was directed to move forward. UPPER COUNTY TRAFFIC TASK FORCE UPDATE Mark Cook gave background on the original formation of the Upper County Traffic Task Force and that the group has struggled with maintaining a quorum and membership. Mark Cook stated that a request to the Prosecuting Attorney's Office was made regarding the formation of the group and if they are a working committee. Mark Cook continued that the response was that they are not an official group therefore no minutes need to be taken or Robert's Rules of Order do not apply. Mark Cook added that he met with the group last week and they requested to appoint Sabrina Risher, have a secretary in the group record minutes and they want to follow Robert's Rules of Order. Discussion was held. Commissioner Laura Osiadacz made a motion to appoint Sabrina Risher to the task force with Chairman Cory Wright 2019-11-25 MINUTES seconding the motion. Motion passes 2-0. Additionally, staff was directed to speak with the Prosecuting Attorney's Office about forming the task force to a committee. Mark Cook stated he will explain the formulation to the task force as well. ELN PRIVATE HANGAR LEASES Mark Cook stated that at the November 19, 2019 agenda a public hearing was held to consider a lease for private hangar construction at Bowers Field. Mark Cook continued that the public hearing was continued to December 3, 2019 for a full Board to be present. Mark Cook commented that he did withdraw the application presented to the Conference of Governments for taxi lane construction and utilities due to the county submitting two applications for consideration, the second application being for Bloom Pavilion upgrades. Mark Cook added that after more research the Binding Site Plan can be updated to reflect the area under question to commercial sites for hangars instead of private hangars and this will not be in conflict of the Approved Layout Plan for Bowers Field. Discussion was a held. Staff was directed to schedule the December Airport Advisory meeting with the Board in attendance. Meeting adjourned at 1:55 pm 2019-11-25 MINUTES KITTITAS COUNTY KITTITAS COUNTY, Cory Wright, Chairman KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS STUDY SESSION STAFF REPORT STUDY SESSION DATE: November 25, 2019 TOPIC: Vantage Highway Overlay Project ACTION REQUESTED: None Requested LEAD STAFF: Mark R. Cook RECOMMENDATION: Proceed with design and construction consistent with the 2020 annual construction program. BRIEFING SUMMARY: • 2020 Rural Arterial Preservation (RAP) award: $1,039,660 • 2020 Highway Safety Improvement Program award (HSIP): $1,154,600 • Engineer's estimate: $3.4 million BACKGROUND: Staff has been working the past year to generate supplemental funding allowing full implementation of proposed improvements to Vantage Highway MP 21.25 to 27.51. Several months ago, the County Road Administration noticed Public Works of our successful grant application of $1,039,660 for pavement overlay. DISCUSSION: Staff revised the County's Safety Plan prioritizing guardrail replacement along Vantage Highway immediately following notice of pavement award. Staff has been waiting to hear from the Highway Safety Improvement Program (HSIP) regarding guardrail replacement along Vantage Highway. Staff was recently noticed of an HSIP award in the amount of $1,154,600. The reprioritizing of the County's safety program now allows full implementation of Vantage Highway improvements in 2020. Replacement of guardrail is a direct result from overlaying existing pavement. The existing guardrail is then non- compliant for height. Bundling of the two funding programs is the second such attempt by Public Works in the past couple of years — Manastash Bridge being the first (RAP and BRAC). FISCAL IMPACTS: Grant funding reduces Vantage Highway improvement costs to approximately $1.2 million down from $3.4 million. ATTACHMENTS: None. Page 1 of 1 PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS STUDY SESSION STAFF REPORT STUDY SESSION DATE: November 25, 2019 TOPIC: Kittitas Valley Fire and Rescue Request for Assistance ACTION REQUESTED: Provide Direction to Staff LEAD STAFF: Mark R. Cook RECOMMENDATION: Direct that staff provide 20 hours of staff time assisting Kittitas Valley Fire and Rescue (KVFR) search for potential suitable sites relocating the fire station at Fairview and Brickmill and evaluate current fire station locations for 5 mile response coverage 1.1 91Iula : 1 • KVFR desires relocating the fire station at Fairview and Brickmill Roads. • KVFR believes Public Works can utilize the County's geographic information system (GIS) to screen for possible suitable relocation sites. • PW believes that we can provide up to 20 hours of staff effort supporting KVFR. BACKGROUND: The current KVFR fire station has outgrown the parcel of land they occupy. The District desires finding a more suitable location and proposes relocating the existing station once a suitable site is found and secured. PW has the expertise to assist the District. DISCUSSION: Chronic understaffing in PW limits the amount of support available to KVFR at this time. It is reasonable to offer up to 20 hours of staff time towards the effort. PW currently has a single employee capable of performing the desired analysis. If PW is unable to provide sufficient analysis suitable to the District at the end of 20 hours, it might be possible to pass our work over to the IT Department for further support. This approach spreads the workload impact between the two departments of the Board capable of supporting the District. FISCAL IMPACTS: A planning level cost estimate of $1,000 is likely sufficient covering employee wages and benefits. ATTACHMENTS: None. Cook RECOMMENDATION: Appoint Sabrina Risher to the Task Force. BRIEFING SUMMARY: • Task Force has decided to follow Roberts Rules of Order • The Task Force will keep their own minutes • Lori Nevin is now Secretary • Staff questions if noticing through the Agenderator system is still necessary • A member representing the Sheriffs Office is requested to attend Task Force meetings • WSDOT attendance will be solicited in advance by the Task Force as issues arise • A quorum is not a majority of appointed Task Force members • The Task Force desires issuing a statement of qualifications (SOQ) to qualified firms evaluating deployment of traffic calming devices in the corridor • City of Roslyn will be recommending a replacement for Nolan Weis BACKGROUND: For the past year, a group formulated by the Board of County Commissioners (Upper County Traffic Task Force) has met attempting to provide direction on traffic congestion issues in Upper County. Public Works created a traffic model that validates seasonal adverse impact from I-90 diverting traffic. The Task Force is now preparing to focus on actions the County can implement reducing speed and improving safety in the corridor (Thorp Prairie Road to Nelson Siding Road). DISCUSSION: The Board's attorney recently determined that the Task Force is not constituted as a Board Committee and as such is not subject to standard committee support generally provided by Public Works (minutes, rules of order and the like — EXIMIT 1). Public Works anticipates creating the requested SOQ and presenting it to the Task Force in the near future. Aequest #47700 - Is Traffic Task Force County Initial request: Good afternoon Neil, Below is an email I received from the Chair of our UKC Traffic Task force. She is asking many questions I am unable to answer. I am asking your assistance in answering bullet points 3 and 4 specifically. I hope to get back to her by Friday. Thanks! Good morning Laura, I was unable and had informed the group I was unable to attend the previous meeting last week. I heard we again, did not have a quorum. This would now be 3 in a row. -Where do you foresee the task force in the future? -How many people are you (the commissioner's) wanting on the team? -Are we a task force or a committee? -Do we have to follow the quorum rules (Roberts rules) if we are only a task force? (So if members are absent -can we still go forward with a meeting, decisions etc )? I feel we finally have hit a point that we were going to start making some headway and I am concerned with the lack of commitment and even participation with some of the members. I, personally am committed into the future regarding our roads for our county. Continuing easing road congestion and safety issues are more than ever important with the obvious huge growth of developments coming soon. Thank you for your time. Regards, Cindy Millsap Latest update: Neil Caulkins 11/1/2019 10:31:28 AM Resolution: The group is denominated a task force. I have not been able to locate a resolution or ordinance establishing k, hence, I am unsure if any restrictions or limitations were imposed there. I see nothing in the county code or RCW indicating that either a task force or a committee would be subject to a quorum requirement or Robert's Rules of Order. Cook RECOMMENDATION: Direct that staff proceed with finalizing all private hangar leases. BRIEFING SUMMARY • Public Works (PW) has pending leases on Lots: H-5, H-7, H-8, H-9, H- 10, H-11 and H-12 (EXHIBIT 1). • Recently, the Board of County Commissioners (BOCC) directed staff prepare a distressed county fund application (Fund 108) installing utilities and paving access taxi -lanes supporting private hangar development. • Recent public hearing for lease on Lot H-9 was continued until December 3, 2019. • Development of Lots H-5 through H-13 is consistent with the adopted ELN ALP (EXHIBIT 2). BACKGROUND: During the past several months, Public Works has taken deposits on lots slated for private hangar development. Desiring economic development at ELN, the BOCC directed staff prepare a grant application to the Council of Governments for funding utility extensions and paving of two taxi -lanes servings Lots H-5 through H-13 (EXHIBIT 3). At a recent public hearing for Lot H-9 lease, several members of the Airport Advisory Committee objected to the proposed lease stating that the area is better used for commercial hangars — despite not having any commercial applications. The approved Airport Layout Plan (ALP) identifies the area for hangar development without stipulating private or commercial uses. DISCUSSION: Disgruntled advisory board members are now complaining that they were not consulted on hangar placement though the committee was well represented during development of the current Master Plan for ELN. Owing to the desire of a lessee to site a private hangar (Ravet), staff initiated a binding site plan revision. The previous plan did not provide for Page 1 of 2 PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT easily developed lots in the vicinity of H-5 through H-13. Staff redesigned the area creating a mix of lot sizes for hangar development. The fact that numerous private hangar developers have secured lots for BOCC leases, suggests that staff does understand current market demand for private hangars at ELN. Staff did not consult the Advisory Board. Staff, believing they were correctly implementing BOCC desire improving the financial viability of ELN, has been pursuing hangar development for the past several months. Significant area and lots remain for desired commercial hangar development within the current binding site plan. Additionally, advisory members are now suggesting that it is not in the best interest of the airport to lease lots to private hangar builders unless they utilize all the lot area — despite paying the entire land lease. Some lessees are seeking larger lots avoiding fire wall construction within private hangars. If the BOCC determines that the area intended for hangar construction is best suited to commercial development, staff suggests revising the binding site plan accordingly and providing larger lots to that purpose. Staff believes this action will not trigger any required alteration to the approved ALP. Staff recommends coordinating any future amendments to the bidding site plan with the Advisory Board. FISCAL IMPACTS: Development of utilities and taxi -lane paving is estimated at approximately $400,000. Cook, P.E. Public Works Director Kittitas County 411 N. Ruby Street, Suite 1 Ellensburg, WA 98926 Dear Mr. Cook: Northwest Mountain Region Seattle Airports District Office 22DO S. 216th Street Des Moines, WA 98198 The Bowers Field Airport Layout Plan (ALP), prepared by Century West Engineering, and bearing your signature, is approved, and the master plan is accepted. A signed copy of the approved ALP is enclosed. An aeronautical study (no. 2018-ANM-1653-NRA) was conducted on the proposed development. This determination does not constitute FAA approval or disapproval of the physical development involved in the proposal. It is a determination with respect to the safe and efficient use of navigable airspace by aircraft and with respect to the safety of persons and property on the ground. In making this determination, the FAA has considered matters such as the effects the proposal would have on existing or planned traffic patterns of neighboring airports, the effects it would have on the existing airspace structure and projected programs of the FAA, the effects it would have on the safety of persons and property on the ground, and the effects that existing or proposed manmade objects (on file with the FAA), and known natural objects within the affected area would have on the airport proposal. The FAA has only limited means to prevent the construction of structures near an airport. The airport sponsor has the primary responsibility to protect the airport environs through such means as local zoning ordinances, property acquisition, avigation easements, letters of agreement or other means. This ALP approval is conditioned on acknowledgement that any development on airport property requiring Federal environmental approval must receive such written approval from FAA prior to commencement of the subject development. This ALP approval is also conditioned on acceptance of the plan under local land use laws. We encourage appropriate agencies to adopt land use and height restrictive zoning based on the plan. Approval of the plan does not indicate that the United States will participate in the cost of any development proposed. AIP funding requires evidence of eligibility and justification at the time a funding request is ripe for consideration. When construction of any proposed structure or development indicated on the plan is undertaken, such construction requires normal 45 -day advance notification to FAA for review in accordance with applicable Federal Aviation Regulations (i.e., Parts 77, 157, 152, etc.). More notice is generally beneficial to ensure that all statutory, regulatory, technical and operational issues can be addressed in a timely manner. Please attach this letter to the Airport Layout Plan, and retain it in the airport. We wish you great success in your plans for the development of the airport. i Sincerely, r _ 1 Jason Ritchie Acting Manager, FAA Seattle Airports District Office Enclosure (-D pe a |," ;,,,,,;;,,• T22y22\; \ \) \ \|§ - \}\ ]} d H]m J8g qHH; .- !i!!} [ \ § / \ `\ $ !;(!
