11/19/2019 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING <br /> TUESDAY 2:00 P.M. NOVEMBER 19, 2019 <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith. Excused: Commissioner Laura Osiadacz. <br /> <br />Others: Taylor Crouch, Deputy Clerk of the Board I; Mark Cook, <br />Public Works Director/Interim Engineer; and 4 members of the public. <br /> PUBLIC HEARING LEASE FOR LOT H-9 AT BOWERS FEILD PUBLIC WORKS <br /> <br />At 2:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider a <br />Lease for Lot H-9 of the Bowers Field Airport Binding Site Plan <br />Amendment. <br /> MARK COOK, PUBLIC WORKS DIRECTOR/INTERIM ENGINEER provided <br />background on the H-9 lot. He stated the fueling island would be re- <br />positioned to the North for easier access. He stated that the leasee <br />had signed the most current Prosecutor reviewed lease. Chairman <br />Wright asked Mr. Cook why the H-9 lot specifically. Mr. Cook <br />responded that the individual approached him on the specific lot <br />after the Bowers Field Fly-in event. <br /> THOSE PRESENT & TESTIFYING: RON MITCHELL said he was in favor of the <br />growth at the airport but had several objections to this lease. He <br />explained the Binding Site Plan showed different lot sizing, and H-9 <br />was reserved for larger hangars. He said it was ill advised to spend <br />$400,000.00 for 6 lots. MARLENE PFEIFFER recommended to the Board <br />that they make no action on this lease today. TERRY LARUE agreed <br />with the other comments, and that the public has not been involved <br />in this process so there was a lack of communication. DAVE RATCLIFF <br />said he was also in agreement with other comments, and felt the <br />lease needs more time to be thought out. The 30 year lease is a <br />longtime. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC TESTIMONY PORTION OF THE HEARING WAS CLOSED. CHAIRMAN WRIGHT moved to continue the Public Hearing to December 3rd, <br />2019 at 2:00 p.m. when the whole Board could be present. VICE-CHAIR WACHSMITH seconded. Motion carried 2-0. <br /> <br />The meeting was adjourned at 2:17 p.m. <br /> <br /> KITTITAS COUNTY COMMISSIONERS
