12/03/2019 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING <br /> TUESDAY 2:00 P.M. DECEMBER 3, 2019 <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith; and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board and Mark Cook, Public <br />Works Director/Interim Engineer. <br /> PUBLIC HEARING AIRPORT LEASE LOT H-9 PUBLIC WORKS <br /> <br />At 2:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing continued from <br />November 19, 2019 to consider a Lease for Lot H-9 of the Bowers <br />Field Airport Binding Site plan Amendment. It was noted the public <br />record was closed. <br /> MARK COOK, PUBLIC WORKS DIRECTOR/INTERIM ENGINEER provided an update <br />on the proposed Lease for Lot H-9 of the Bowers Field Airport <br />Binding Site Plan Amendment; recapped testimony that had been <br />provided at the previous Public Hearing including concerns raised by <br />members of the Airport Advisory Committee; and provided <br />recommendations for the Board to consider. He reminded the Board <br />that they would not be making a decision on just this Lease, as <br />there are 4 others waiting for a Lease in order to construct a <br />private hangar project as well. <br /> <br />Staff could notify the Airport Advisory Board of the Board’s <br />interest in holding a joint meeting to hear their concerns. <br /> COMMISSIONER WACHSMITH moved to deny the proposed Lease; direct <br />Staff to schedule meeting with the Board of County Commissioners and <br />the Airport Advisory Board; and to direct Staff to reach out to the <br />other applicants notifying them of the status. COMMISSIONER OSIADACZ seconded. The Board expressed their appreciation for the <br />work that’s been done by the Public Works Department. Motion carried <br />3-0. <br /> PUBLIC HEARING TOWING & INPOUNDING VEHICLES PUBLIC WORKS <br />At 2:36 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider <br />Amending Kittitas County Code 10.06.050 and Kittitas County Code <br />10.07.060 (Towing and Impounding Vehicles Violating Parking <br />Restrictions). <br /> MARK COOK, PUBLIC WORKS DIRECTOR/INTERIM ENGINEER provided a Staff <br />Report regarding the continued operational issues due to illegal
