Phase 5a—Scope of Work
Phase 5a encompasses additional local land use and permitting work needed as follow-on to the
Professional Service Agreement (PSA), executed on October 18, 2018. This effort provides additional
permitting assistance to support Kittitas County to site, design, and build the proposed Kittitas County
Solid Waste Transfer Station at the US 97/Old Highway 10 site. A majority of services are expected to be
complete in March 2020. Completion of the boundary plat survey is expected to be complete in
December 2020.
During the course of Phase 5 work, several changes were required to the Master Plan and the permitting
timelines including the addition of the Public Works Department Maintenance Facility, a Minor Collector
road for the City (which would have resulted in wetlands impacts), an access reclassification of US 97,
and a land acquisition.
The following is an expanded scope and level of effort to finish tasks associated with Phase 5:
• Task 1— Project Management
• Task 2 — Field Work
• Task 3 — StormwaterAnalysis
• Task 4 —Joint Aquatic Resources Permit Application (DARPA) Permit
• Task 5 - Traffic
• Task 6 — Essential Public Facility (EPF) Permitting Process
• Task 7 — Public Involvement
• Task 8 — Solid Waste and Moderate Risk Waste Management Plan Update
• Task 9 —Transfer, Transportation, Disposal procurement
• Task 10 — Unplanned/Unanticipated Critical Tasks
This work will be performed in accordance with the October 16, 2016 Professional Service Agreement
(PSA) and Amendments No. 1-4.
The permits and work associated with the 30% Design phase will be developed under a separate phase
and amendment to the PSA.
Phase Sa —Additional Site Permitting
Phase 5a site permitting duration is anticipated to continue through March 2020. This phase is designed
to support Kittitas County in obtaining permits for completing the local land use permit and conceptual
design, and for preparing a JARPA and obtaining JARPA permits for the proposed solid waste transfer
station located within the City of Ellensburg's (City) urban growth area near Highway 97. Phase 5a tasks
and work associated with each subtask is as follows:
Task 1: Project Management
Project management tasks will continue to maintain the continuity of the project during the site
permitting phase. It will include monthly invoicing and project status reporting, monthly coordination
meetings with the County Solid Waste Director (Client), and weekly Jacobs' team meetings throughout
the duration of Phase 5a.
Assumptions:
This phase of the project is expected to be complete in March 2020 depending upon agency
actions.
Deliverables:
PHASE 5A - SCOPE OF WORK
• Communication call/meeting agendas and high-level summaries
• Progress reports and invoices
Task 2: Field Work
Cruse and Associates has performed the survey services and produced the electronic submittals in
AutoCAD Civil 3-D. Cruse submitted the boundary plat survey and topographic survey to the County for
recording. Additional work will be required to provide a detailed engineer's estimate for improvements
required to meet short plat requirements. This estimate is necessary to support bonding for
improvements that will be constructed later. It is assumed that any additional survey necessary to
provide final design of the Minor Collector will be performed in a subsequent phase. An additional legal
description will be prepared to support transfer by deed to City Right of Way for the portion of the
adjacent property to the south that is necessary for construction and survey of the Minor Collector.
Water monitoring occurred from April to November 2019 to determine impacts of groundwater
elevations during the irrigation season. The results will be provided in a memo in December 2019
including groundwater surface and exhibits.
Assumptions:
• Water monitoring will be complete in November 2019.
• A Final Groundwater Elevation Memo will be produced after incorporation of Client comments.
• The Short Plat process is estimated to last 1 year.
• 1 Jacobs employee will attend a meeting with the City to coordinate the short plat survey.
• Boundary line adjustment process will occur after final design.
Deliverables:
• Short Plat Bonding estimate
• Short Plat Application
• Draft and Final Groundwater Elevation Memo
Tasl< 3: Stormwater Analysis
Jacobs conducted a frequently flooded areas assessment and Hydraulics Analysis to show no net rise in
base flood elevation resulting from the proposed development. A Draft Floodplain and Hydraulic
Analysis Memo was submitted on August 9, 2019.
Jacobs conducted a stormwater pond analysis to demonstrate all stormwater could be contained onsite.
Due to changes in wetlands and floodplains, the stormwater memo required revision.
Assumptions:
• A Final Stormwater Memo will be produced after incorporation of Client comments.
Deliverable:
• Draft and Final Stormwater Memo
Task 4: Joint Aquatic Resources Permit Application
The JARPA is to obtain wetlands permits from USACE and floodplain permits from the City. It is typically
submitted after State Environmental Policy Act (SEPA) is completed for the project.
Jacobs facilitated one onsite meeting and site visit with the Washington State Department of Ecology
(Ecology) and City Planning to discuss the potential impacts of wetlands and floodplains from the
proposed transfer station on April 4, 2019. Since the USACE could not attend, a second joint agency call
PHASE 5A - SCOPE OF WORK
was hosted on April 18 to gather comments for preparation of the DARPA. These meetings resulted in an
additional wetlands survey and a revised Wetland Delineation Report.
Jacobs began preparation of the internal draft JARPA under the previous task amendment. Extensive
changes to the site plan precluded completion of the draft JARPA at that time. The site plan was revised
to eliminate wetland disturbance, reduce wetland buffer impacts, and retain floodplain function.
Jacobs will complete the following:
• Prepare the draft JARPA based on the revised sited plan which includes impacts to
approximately 0.3 acre of wetland buffer. Jacobs will prepare the application form, vicinity map,
profile/elevation map, plan view map, and appropriate site layout drawings showing
mitigation/enhancement features and impacted resources.
• Email update to USACE to discuss the impacts to wetland buffers and proposed wetland
enhancement plan.
• Impacts to the wetland buffer will be permitted according to the City of Ellensburg Critical Areas
Ordinance.
• The project will result in permanent impacts to waters of the U.S. (ditches D1, D2, D4, and D12).
It is anticipated that these impacts will be permitted through Section 404 Nationwide Permit
(NWP) Permit.
• A draft and final Compensatory Mitigation/Enhancement Plan and a draft and final Floodplain
Mitigation Plan as a part of the JARPA application package.
• Submit the JARPA to the USACE, the City of Ellensburg, and Ecology.
• Coordinate the Section 401 Water Quality Certification with the Washington Department of
Ecology.
Deliverables:
• Draft and Final JARPA
• Section 404 Wetlands Permit (NWP) from the USACE
• Floodplain Development approval from the City of Ellensburg
• Draft and Final Floodplain and Wetlands Mitigation Plans
• Section 401 Water Quality Certification
Task 5: Traffic Impact Analysis
Jacobs prepared a traffic impact analysis (TIA) and technical memorandum which was submitted to the
City of Ellensburg on September 11, 2019. The original scope was expanded to include the addition of
the Minor Collector, the Maintenance Facility, and different entrance configurations. Work
accomplished outside the original scope include revisions to and correspondence associated with the
first TIA, and correspondence with the City of Ellensburg and WSDOT regarding the limited access
classification of US 97.
Additional budget is required to respond to City comments received October 2, 2019. The City has
requested that different turning movement counts be utilized for the intersection of N Railroad Avenue
& W 5th Avenue. The traffic impact analysis will be updated to reflect the new counts.
Assumptions
• The TIA will be accepted as submitted.
Deliverables
0 Revised TIA
PHASE SA - SCOPE OF WORK
Task 6: Essential Public Facility (EPF) Permitting
In communications throughout 2019, the City directed the County to proceed under the Type III permit
process (akin to applying for a Conditional Use Permit to build an EPF in Light Industrial) and a height
Variance. A 2"d Pre -Application package, SEPA Checklist, Critical Area Report, and Traffic Impact
Assessment were submitted on September 11, 2019 to support this effort.
The City Planning Director updated the project team on October 30, 2019 that the EPF procedures
would not be revised so the Type V process would be followed as described in existing code. The EPF
permit requires the submittal of a Land Use Application and the height variance requires a separate
variance application.
Assumptions:
The following are assumptions about the hearing process that remain for the project:
• Preparation and participation in the 2nd Pre -Application meeting. Attendance will include 2
Jacobs staff in-person.
• Preparation and participation in two City Planning Commission meetings. Attendance will
include 2 Jacobs staff.
• Preparation and participation at one City Council Hearing. Attendance will include 2 Jacobs
staff.
The Traffic Impact Assessment was not accepted as submitted. The City provided reduced traffic counts
for one intersection and asked for a re -submittal.
• SEPA Checklist will be approved with minimal revisions.
• The Final Traffic Impact Analysis will be approved as re -submitted.
• Critical Area Report will be approved with minimal revisions.
• Minor adjustments to the Master Plan after the 2nd Pre -Application meeting (up to two more
revisions e.g. R17 and R18)
Deliverables:
• Final Critical Area Report and SEPA Checklist (if required)
• Draft and Final Variance Package
• Draft and Final Land Use Application for the Essential Public Facility Permit
• 2nd Pre -Application Agenda, meeting participation and meeting notes

meeting.
• Jacobs will not participate in further SWAC meetings.
• The County will provide information for any updated figures and tables for the Plan Update.
• County will facilitate the signing of the resolutions of adoption.
• There will be no further edits to the SEPA Checklist.
Task 9: Transfer, Transportation and Disposal Procurement
The County is facing a contract negotiation with Waste Management.
Jacobs will review the current operations agreement with Waste Management, Inc., identify questions
and comments related to sections the County would like Jacobs input on, provide options for ways the
County might approach various issues, and hold up to four calls with the County of up to two hours in
duration each to understand existing operations and improvements that the County may desire. During
the calls, Jacobs will present information and solid waste and material management options in a manner
that will help the County decide on its preferred strategy for each issue at the end of this series of calls.
After the discussions about options, Jacobs will provide options to refine contract language, discuss the
language refinement options during a call with the County, and make one further set of changes in
response to that conversation. The sections and topics issues that Jacobs will provide input on are as
follows:
1. Update Definitions (Section IV), including
a. Strategy for recyclable material requirements/options.
2. Update and refine pricing considerations (Section V), with particular focus on the following:
a. Explore compensation methods
PHASE 5A -SCOPE OF WORK
b. Fuel surcharge
c. Update average 2008/2009 drop box haul weights and approach "...all reasonable
measures to insure ... with 10% limitation"
d. Recycling compensation method. Identify price indexes for materials and propose a
price index -based compensation formula with hauling cost (F) more clearly separated
from the cost of processing and sales (recyclable material credit (H)).
e. Explore fee adjustment mechanisms. There are indexes that are more accurate than CPI,
with a tradeoff between accuracy and complexity.
3. Term and Effective Date (Section VI).
4. Operation of the System (Section VII).
5. Hours and Days of Operations (Section VIII).
6. Community Clean-ups and Christmas Trees (Section IX).
7. Repairs and Maintenance (Section XIV).
8. Alterations (Section XV).
In addition, Jacobs will prepare language and an electronic document to address two new issues not
apparent in the Waste Management agreement:
• Language that allows for an "opener" once the new transfer station is operational including
potential for adjusting the type and amount of contractor compensation.
• A simple electronic calculator (in Microsoft Excel) that will be distributed with the Request for
Bid (RFB) that calculates the price of each submittal (based on quantities proposed by the
County and prices provided by the submitting company).
Jacobs will provide support during the RFB process related to questions and answers, preparing
addenda, and calculating bid prices on a time and materials basis up to a total of 32 hours at Senior
Technical Advisor rate.
Assumptions
• Services will be procured using a RFB or similar process rather than a Request for Proposal
process.
• Jacobs will provide comments and proposed language for the sections noted above. All other
sections will be the responsibility of the County.
• The County will decide on its preferred strategy for each procurement issue as discussed above;
additional iterations will be considered out of scope.
• No travel to Kittitas County will be required by Jacobs staff.
Deliverables
• Ideas and options related to the RFB sections outlined in the scope of work.
• One draft of language for the RFB sections outlined in the scope of work.
• After discussion of County comments on the draft language, one final set of language for the
RFB.
Task 10: Unplanned/Unanticipated Critical Tasks
This task is to ensure that continuous service shall be provide to the County for any known unidentified
tasks which may require the services of Jacobs. This task is to provide other consultant services, which
are unplanned, urgent, and/or critical to maintaining the project schedule or progress of the work.
Jacobs should plan for the following to address this work area: up to 100 hours. Jacobs shall provide
services as requested and directed by the County representative.
Any work under this task requires specific prior written authorization from the County. Written
authorization may be granted only after Jacobs submits both a written scope and cost for the additional
work, which is reviewed and specifically negotiated by the County representative.

Subject: Finance Charge
I'm finding the $375.75 finance charge excessive. We consistently pay our bill the last day of the month. Your
due dates range from the 22-25, and we have never had any issues paying on the last day of the month, or been
charged a finance fee. Nowhere on the Statement did it notify us that you would be closed on November 29th.
We would like to get this dropped. As there is no policy listed on the statement as to how much is charged and
how many days late a payment must be made before a finance charged is accrued, also because we were not
notified of the office closure.
Thanks for understanding, we appreciate your help in fixing this issue.
