12/17/2019 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING <br /> TUESDAY 2:00 P.M. DECEMBER 17, 2019 <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith; and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Doug Mitchell, Deputy <br />Prosecutor; Neil Caulkins, Deputy Prosecutor; Greg Zempel, <br />Prosecutor; and approximately 25 members of the public. <br /> PUBLIC HEARING I-1639 COMMISSIONERS <br /> <br />At 2:13 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider <br />Adopting a Resolution Regarding Initiative 1639. <br /> DOUG MITCHELL, DEPUTY PROSECUTOR provided a Staff Report and said he <br />had assisted Prosecutor Greg Zempel with the preparation of the <br />draft Resolution. <br /> THOSE IN ATTENDANCE AND REQUESTING TO TESTIFY: WILLIAM COLEMAN <br />provided testimony and urged the Board to not support I-639. DAVE RATCLIFF felt Initiative 1639 was in direct violation of both <br />Federal and State Constitutions and urged the Board of County <br />Commissioners to approve the proposed Resolution. CHRISTOPHER HOBBS <br />expressed his support of the draft Resolution and felt the Board <br />should uphold their oaths and approve it. ERIC MELBARDUS said the <br />laws can affect more than who are they are targeted for (criminals) <br />and felt the Board should approve the Resolution. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. RESOLUTION 2019-193 I-1639 COMMISSIONERS COMMISSIONER WACHSMITH moved to approve Resolution No. 2019-193, <br />Regarding Initiative 1639. COMMISSIONER OSIADACZ seconded. <br /> COMMISSIONER WACHSMITH expressed his appreciation to the Veteran’s. <br />He said you cannot legislate evil out of society and that I-1639 <br />only restricts law abiding citizens. He thought the focus should be <br />more on the problems, and not the symptoms. COMMISSIONER OSIADACZ said she would support the Resolution and <br />reminded everyone it was a position statement. She felt the Second <br />Amendment was in place to ensure citizens are not overran by an <br />overbearing government. <br />
