Session.
Mark Cook added Suncadia Easement discussion to Other Business.
ORDINANCE 2019-012 REQUESTED AMENDMENTS
Mark Cook gave background on the ongoing parking issues at Hyak. Mark
Cook stated that recently the Board of County Commissioners took
action by Ordinance 2019-012 amending Kittitas County Code to allow
for parking fines to be established in the area. Mark Cook continued
that failure to properly notify the Kittitas County Sheriff's Office
prompted a follow up discussion to the issue. Mark Cook added that
the Prosecuting Attorney's Office drafted an amendment to Ordinance
2019-012 to allow for an appeal of parking fines. Discussion was
held. Staff was directed to set a public hearing to consider an
amendment to Ordinance 2019-012 at the next agenda session.
M FARM CLEAN-UP
Mark Cook gave background on the project and acquisition of the
property described as M Farm. Mark Cook stated that two (2) tenants
resided on the property and left unwanted vehicles on the property.
Mark Cook continued that staff has been given clear title on the
vehicles and will dispose of them accordingly. Mark Cook requested
direction on whether no trespassing signs should be posted on the
property while efforts are being coordinated to deal with the house
and barn located on the property. Discussion was held. Staff was
directed to schedule a special meeting to discuss the issue of posting
county owned property with signage.
ELN FBO HOUSING
Mark Cook stated that Public Works was tasked with securing a
temporary modular building to house the new Airport Director. Mark
Cook continued that he has received quotes for two (2) separate sized
buildings and is looking for direction to move forward. Mark Cook

drafted to allow for the design of utilities to the structure and for
future development at Bowers Field. Discussion was held. Staff was
directed to secure the modular building for placement and authorize
Century West Engineering in drafting a task order for utility design.
REECER CREEK FLOOD MAPPING UPDATE
Mark Cook reported that staff met recently with the City of Ellensburg
to discuss the remapping of Reecer Creek. Mark Cook gave background
on the modeling efforts that are being done in the area and the use of
the model that excludes the setback levee that the City of Ellensburg
constructed due to the levee not being built to US Army Corp of
Engineer standards. Mark Cook continued that the FEMA Starr Team is
close to finalizing maps for approval. Discussion was held. Staff
was directed to update the Board once the draft maps are finalized.
OTHER BUSINESS - SUNCADIA EASEMENT ASSIGNMENT
Mark Cook stated that he received an email from Steve Lathrop,
Attorney for Suncadia on Sunday afternoon requesting a discussion at
today's study session regarding an easement assignment. Mark Cook
continued that he has not been able to fully review the document or
request for action. Jeff Slothower was present and stated that
Suncadia needs to have Kittitas County execute an Easement Assignment
to transfer Suncadia's utility companies to a third party. Discussion
was held.
Meeting adjourned at 2:10 pm

STUDY SESSION STAFF REPORT
STUDY SESSION DATE: January 13, 2020
TOPIC: Ordinance 2019-012 Requested Amendments
ACTION REQUESTED: Direct Staff Schedule the Required Public hearing
LEAD STAFF:
Mark R. Cook
RECOMMENDATION
Direct staff schedule a public hearing to consider amending Ordinance 2019-012.
BRIEFING SUMMARY:
• Ordinance 2019-012 was recently amended allowing parking fines in Hyak.
• It appears that the Prosecuting Attorney and Sheriffs Office have agreed to
further amend the Ordinance allowing an appeal to the fine imposed by the most
recent r --vision.
• PW recommends adding an additional length of no parking along East Hyak
Drive that currently is not included in the limits of the ordinance (MP 0.438 to
MP 0.569); as we move forward with the additional amendment being requested
by the PA's office.
BACKGROUND:
Respond;ng to ongoing impacts to PW, Snoqualmie Public Utility District (SPUD) and
area residents from illegal parking in Hyak during winter weekends; PW prepared an
amendment to Kittitas County Code 10.06.050 and 10.07.060. The amendment adds a no
parking fine of $200 for all illegal parking in Hyak. The Ordinance references the
roadways contained within the Hyak road improvement district (RID).
DISCUSSION:
Hyak Drs v e :ast has been axtended approximately 692 feet since the original RID
supporting the joint SPUD/P'W maintenance facility. This additional length of roadway
should now be included along with the requested appeal language being advanced by the
PA's Of'ice.
PW has previously briefed the Board of County Commissioners on implementation issues
surrounding the new no parking fines. The current Snoqualmie LAMID does not allow
impuund cards as approved land use. PW intends on correcting this omission during the
2020 comprehensive code amendment process. Once amended, PW will solicit towing
companies for service in 2020/21 winter fully implementing the Ordinance.

PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: January 13, 2020
TOPIC: M Farm Cleanup
ACTION REQUESTED: Support Staff Efforts
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Support Public Works cleanup efforts removing derelict vehicles at M Farm.
BRIEFING SUMMARY:
Public Works closed the M Farm land acquisition in December 2019.
Derelict vehicles require disposal action.
Public Works has titles and releases in hand to dispose of derelict vehicles.
BACKGROUND:
In December 2019, Public Works completed acquisition of M Farm. This property was
acquired as part of a Floodplain By Design grant award. The acquisition provides
sufficient water right to retire the County's back mitigation requirement with the
Department of Ecology. The property is also key in re-establishing critical salmon
habitat in the Yakima basin.
Recently, staff received titles to various derelict vehicles (school bus, boat and trailer)
that now supports disposal efforts.
DISCUSSION:
Rather than soliciting salvage companies for service, PW proposes disposing of the
derelict vehicles themselves using County forces. The disposal effort is envisioned to be
minimal in nature. Soliciting salvage companies and managing the salvage effort is
expected to expend resources better suited to physical disposal efforts. Once the salvage
effort is complete, staff proposes posting the site "NO TRESSPASSING'.
FISCAL WIPACTS:
The value of scrap metal is anticipated to closely offset the cost of removing the derelict
vehicles from the property.
ATTACHMENTS:
None.

PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: January 13, 2020
TOPIC: ELN FRO Housing
ACTION REQUESTED: Direct Staff
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Direct staff prepare a task order with Century West Engineering designing utilities to the
Pacific Mobile Structure lease site. Reserve the 12 X 44 mobile office from Pacific
Mobile Structures immediately and secure a delivery date for installation.
BRIEFING SUMMARY:
• The Board of County Commissioners desires having a presence at Bowers Field
for the new Airport Manager.
• Public Works desires completing a utility extension design supporting a mobile
office at ELN.
• The utility extension will likely require an amendment to the binding site plan.
• The Airport Committee is likely to have interest in weighing in on any proposed
amendment to the binding site plan.
BACKGROUND:
Currently, no office space exists for use as a County FBO office housing the new Airport
Manager. PW has been pursuing a mobile office for deployment at ELN.
DISCUSSION:
Done properly, the utility extension to the mobile office will serve additional private
hangars in the future. Aligning the utilities against the fuel tank fence line seems to be
the best configuration. Once utilities are terminated at the existing ramp space, they can
be taken east servicing remaining vacant aeronautical lots.
FISCAL IMPACTS:
Utility extension design: $18,000
Utility construction: $120,000
Mobile Office (12 X 44) set up and delivery: $8,000
Monthly lease: $1,000

STUDY SESSION STAFF REPORT
STUDY SESSION DATE: January 13, 2020
TOPIC: Reecer Creek Flood Mapping Update
ACTION REQUESTED: None requested.
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Request an update once the Federal Emergency Management Agency (FEMA) issues a
final flood map for Reecer Creek.
BRIEFING SUMMARY:
• Public Works (PW) has been working this past year on developing a revised
regulatory flood map for approximately seven (7) miles of Reecer Creek.
• The driver for the new map is the pending acquisition of land targeting additional
flood attenuation upstream of Dolarway.
• FEMA is currently reviewing the submitted materials and Public Works (PW)
anticipates a final map for Board consideration within the next sixty (60) to ninety
(90) days (EXHIBIT 1).
• City of Ellensburg staff and PW met on numerous occasions in 2019 discussing
construction of the Reecer Creek setback levee.
• The City of Ellensburg setback levee along Reecer Creek has been determined to
not meet United States Army Corp of Engineers levee construction standards.
• PW has modeled the Reecer Creek segment with and without the levee (EXHIBIT
2).
• PW met with City of Ellensburg staff on January 9, 2020 discussing model
results.
BACKGROUND:
PW is working with Watershed Science and Engineering developing new regulatory
flood maps for Reecer Creek. The effort was prioritized to allow use of the flow model
when evaluating flood attenuation alternatives upstream of Dolarway. During the
modeling effort, the City's setback levee along Reecer Creek was specifically evaluated
for incorporation into the new maps.
PUBLIC WORKS BOARD OF COUNTY CONMUSSIONERS WORK SESSION STAFF REPORT
DISCUSSION:
The City's setback levee along Reecer Creek was not constructed to USACE levee
standards and as such cannot be modeled as a functional setback levee; similar to the
Thorp railroad levee that has caused County concern during recent FEMA remapping
efforts. Current FEMA modeling guidance requires the County to model Reecer Creek as
if no setback levee exists along Reecer Creek. Existing flood mapping in the area of the
setback levee compared to our recent flood mapping effort appears as EXHIBIT 2.
FISCAL IMPACTS:
Implementation costs are undetermined at this time.
