COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM REGULAR MEETING
MONDAY 10:30 A.M. JANUARY 6, 2020
Board members present: Chairman Cory Wright & Vice-Chairman
Brett Wachsmith and Commissioner Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board; Judy Pless, Budget &
Finance Manager; Neil Caulkins, Deputy Prosecutor; Patti
Johnson, Solid Waste Director/Project Manager/Interim
Maintenance Director; Ben Kokjer, Operations Commander; Kady
Porterfield, Event Center Director; Kasey Knutson, Special
Programs Coordinator. REGULAR MEETING AGENDA STUDY SESSION COMMISSIONERS
At 10:30 a.m. Chairman Wright opened a Regular Meeting to review
items scheduled for the January 7, 2020 Agenda Session. The
Board of County Commissioners asked questions and received
reports from Staff on each Agenda item.
OTHER BUSINESS EXECUTIVE SESSION COMMISSIONERS
At 10:41 a.m. Chairman Wright announced the Board would recess
into Executive Session with Mark Cook, Public Works
Director/Interim Engineer, for 5 minutes to evaluate the
qualifications of an applicant for public employment or to
review the performance of a public employee. However, subject to
RCW 42.30.140 (4), discussion by a governing body of salaries,
wages, and other conditions of employment to be generally
applied within the agency shall occur in a meeting open to the
public, and when a governing body elects to take final action
hiring, setting the salary of an individual employee or class of
employees, or discharging or disciplining an employee, that
action shall be taken in a meeting open to the public. There
was no action anticipated.
At 10:46 a.m. the Board reconvened out of Executive Session. No
action taken.
At 10:46 a.m. Chairman Wright announced the Board would recess
back into Executive Session for 10 minutes to evaluate the
qualifications of an applicant for public employment or to
review the performance of a public employee. However, subject to

At 10:56 a.m. Chairman Wright announced the Board would recess
back into Executive Session to evaluate the qualifications of an

At 11:01 a.m. the Board reconvened out of Executive Session.
Staff was directed to schedule an Special Meeting to hold an
Executive Session with all Department Heads relating to
evaluating the qualifications of an applicant for public
employment or to review the performance of a public employee,
noting there was no need to invite Todd Davis, Noxious Weed
Director and Tip Hudson, Extension Agent. The Board noted to
schedule the meeting for at least an hour.
