Meeting called to order at 10: 00 a.m.
Tristen Lamb stepped to the microphone and reviewed the staff report for the 2019 Public Health Fee
Schedule. Ms. Lamb gave a brief history of the implementation of the cost recovery fee methodology, and
reviewed proposed changes to the fees, as well as some fee policy language.
Public Comment open at 10:11 am
Josh DeHerrera, 4820 Thrall Rd, Ellensburg, stepped to the microphone to voice concern about the
temporary food service permit fees. Some of the fire stations host events that serve food to the public for
holidays such as Veteran's Day and the 0 of July. As these events are hosted by non -profits and are for
free for the community, he would like the health department to look at into these fees in the future, and
possibly come up with an alternative for non -profits.
Jesse Cox, 17270 Vantage Hwy, Ellensburg, stepped to the microphone in response to Mr. DeHerreras
comment to voice his concern over fee reductions for non -profits, stating this could put the burden of the
payment onto other business owners to subsidize the non -profits.

There was discussion about options for fee reductions for non -profits, and the board asked Ms. Lamb to
look into some of these options over the next year to determine if there is any fee reduction or subsiding
that can be done for non-profit events that serve the community.
Brett Wachsmith asked for a motion to approve BOH Resolution 2019-003.

Motion 12-01: Motion to approve BOH Resolution 2019-003 approving the 2020 Kittitas County
Public Health Fee Schedule. Laura Osiadacz moved to approve the BOH Resolution 2019-003
approving the 2020 Kittitas County Public Health Fee Schedule. John Asriel second. All approved.
Motion 12-01 carried to approve BOH Resolution 2018-003 approving the 2020 Kittitas County
Public Health Fee Schedule.
BOCC Resolution 2019-203
Motion 12-02: Motion to approve BOCC Resolution 2019-203 adopting the 2020 Kittitas County
Public Health Fee Schedule. Laura Osiadacz moved to approve the BOCC Resolution 2019-203
adopting the 2020 Kittitas County Public Health Fee Schedule. Brett Wachsmith second. All
approved. Motion 12-02 carried to BOCC Resolution 2019-203 adopting the 2020 Kittitas County
Public Health Fee Schedule.
