01/22/2020 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />WEDNESDAY 9:00 A.M. JANUARY 22, 2020 <br /> <br />Board members present: Chairman Brett Wachsmith; Vice-Chairman Laura <br />Osiadacz and Commissioner Cory Wright. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; UCTTF Members: <br />Lori Nevin, John Jensen, Clay Myers (Sheriff) and Cindy Millsap; <br />Stephanie Hartung, Deputy Prosecutor; Neil Caulkins Deputy <br />Prosecutor; Mark Cook, Public Works Director/Interim County Engineer <br />and one member of the public. <br /> <br />SPECIAL MEETING REQUEST FROM UCTTF COMMISSIONERS <br /> <br />At 9:00 a.m. Chairman Wachsmith opened a Special Meeting with <br />members of the Upper County Traffic Task Force (UCTTF), to discuss <br />with and determine expectations. <br /> <br />Cindy Millsap, Chair of the UCTTF explained there is a lot of <br />confusion among members and they are desiring structure to be re- <br />established. <br /> <br />There was a great deal of discussion on re-vamping the Committee <br />makeup. There was discussion on drafting a Resolution to clearly <br />outline the expectations moving forward and what the scope of work <br />is moving forward for the UCTTF. There was discussion on the <br />challenges with getting a quorum and other conflicts that have come <br />out of setting up meetings without the help of County Staff. <br /> <br />The Board determined they would have Public Works and the Prosecutor <br />draft a Resolution re-forming the Committee and making it a <br />Committee of 7, noting that one member would be the Dist. 2 County <br />Commissioner acting as the Chair (voting member). <br /> <br />Staff was directed to send notice to current members once the new <br />Resolution is adopted and allow them to seek reappointment but <br />inform them of changes, and then the Board will appoint 6 new <br />members. <br /> <br />Ms. Millsap and Ms. Nevin asked if it would be possible to review <br />some other topics under “other business”. Those items were presented <br />& reviewed in a word document (see attached). They thanked the Board <br />for their willingness to meet and understand the needs of the UCTTF. <br /> <br />
