COMMISSIONERS’ MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />BOCC CONFERENCE ROOM <br />REGULAR MEETING <br />HR STUDY SESSION <br /> <br />TUESDAY 10:00 AM 7/23/2019 <br /> <br />Board members present: Cory Wright, Brett Wachsmith, Laura Osiadacz <br />Others: Katrina Mankus, Christopher Horner, Lisa Young, Jeanne Killgore <br /> <br />CALL TO ORDER <br />The meeting was called to order at 10:05 AM. <br />EXECUTIVE SESSION – RCW 42.30.11 (i) TO DISCUSS WITH LEGAL COUNSEL REPRESENTING THE <br />AGENCY MATTERS RELATING TO AGENCY ENFORCEMENT ACTIONS, OR TO DISCUSS WITH LEGAL <br />COUNSEL REPRESENTING THE AGENCY LITIGATION OR POTENTIAL LITIGATION TO WHICH THE <br />AGENCY, THE GOVERNING BODY, OR A MEMBER ACTING IN AN OFFICIAL CAPACITY IS, OR IS LIKELY TO <br />BECOME, A PARTY, WHEN PUBLIC KNOWLEDGE REGARDING THE DISCUSSION IS LIKELY TO RESULT IN <br />AN ADVERSE LEGAL OR FINANCIAL CONSEQUENCE TO THE AGENCY. <br />The Board entered executive session at 10:05 AM to discuss agency enforcement actions with an <br />anticipated length of 10 minutes. Anticipated action: none. The Board exited executive session at 10:15 <br />AM with no action taken. <br />DISCUSSION/DECISION – REQUEST TO PURSUE INTERPRETER STIPEND MOU – JUVENILE PROBATION <br />HR Director Young summarized a request for multi-lingual staff of Juvenile Probation to receive an <br />interpreter stipend for their services in court. Juvenile Court Administrator Mankus explained that in <br />recent years there has been an increased need for these services. The stipend would mirror that of the <br />Lower District Court. Director Young clarified that at this time they are seeking approval to discuss the <br />idea of the interpreter stipend with the union, and will come back to the Board for final approval. <br />Commissioners Wright and Wachsmith verbalized support of pursuing the stipend with the union. <br />Director Young will move forward with contacting the union. <br />EXECUTIVE SESSION – RCW 42.30.11 (g) TO EVALUATE THE QUALIFICATIONS OF AN APPLICANT FOR <br />PUBLIC EMPLOYMENT OR TO REVIEW THE PERFORMANCE OF A PUBLC EMPLOYEE. HOWEVER, <br />SUBJECT TO RCW 42.30.140(4), DISCUSSION BY A GOVERNING BODY OF SALARIES, WAGES, AND <br />OTHER CONDITIONS OF EMPLOYMNET TO BE GENERALLY APPLIED WITHIN THE AGENCY SHALL OCCUR <br />IN A MEETING OPEN TO THE PUBLIC, AND WHEN THE GOVERNING BODY ELECTES TO TAKE FINAL <br />ACTION HIRING, SETTING THE SALARY OF AN INDIVIDUAL EMPLOYEE OR CLASS OF EMPLOYEES, OR
