FEBRUARY 18, 2020 Board members present: Chairman Brett Wachsmith; Vice-Chairman Osiadacz; and Commissioner Cory Wright. CALL TO ORDER Chairman Wachsmith called the meeting to order. PLEDGE OF ALLEGIANCE Chairman Wachsmith led the Pledge of Allegiance. INTRODUCTION OF NEW COUNTY EMPLOYEES – NONE PROCLAMATIONS - NONE AWARDS & RECOGNITIONS - NONE APPROVAL OF AGENDA Commissioner Osiadacz moved to approve the Agenda, as presented. Commissioner Wright seconded. Motion carried 3-0. RESOLUTION 2020-026 ASPECT CONSULTING PUBLIC HEALTH Approve Resolution No. 2020-026, Authorizing a Contract Change No. 27 with Aspect Consulting, in an amount not to exceed $10,000.00 for the potential Aquifer Recharge Site – Naneum. SET PUBLIC HEARING ANNUAL CONSTRUCTION & 6 YR TIP PUBLIC WORKS Approve Setting a Public Hearing to consider Amending the 2020 Annual Construction Program and the Six Year Transportation Improvement Program for the Years 2020-2025, to be held on March 3, 2020 at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk to publish said notice. RESOLUTION 2020-027 BUREAU OF LAND MANAGEMENT SHERIFF Approve Resolution No. 2020-027, Authorizing a Memorandum of 02/18/2020 MINUTES 3 Understanding and Interlocal Agreement between the Bureau of Land Management Spokane District Office and the Kittitas County Sheriff’s Office from January 1, 2020 through December 31, 2020. AGREEMENT USDA FOREST SERVICE SHERIFF Approve a Modification of Grant or Agreement No. 19-LE-11061700-009 between the USDA Forest Service Okanogan-Wenatchee National Forest, in the amount of $53,817.50 to enhance State and Local Law enforcement in connection with activities on National Forest Service Lands and to provide for reimbursement to the Kittitas County Sheriff’s Office from January 1, 2020 through December 31, 2020. AGREEMENT U.S. DEPARTMENT OF JUSTICE SHERIFF Acknowledge an Equitable Sharing Agreement and Certification Form for the U.S. Department of Justice for the Sheriff’s Office FY2019 Annual Report. MYLARS PALOMINO FIELDS DIVISION 5 PLAT CDS Approve the Mylars Granting Final Approval for the Palomino Fields Division 5 Plat (LPF-19-00004 & LP-07-00031), for property currently located zoned Agriculture 5 and located northwest of the City of Ellensburg outside of the UGA in a portion of Section 27, T18N, R18E, WM in Kittitas County, Assessor’s Map Numbers 18-18-27074-0104 and 18-18- 27074-0103, noting the Plat encompasses portions of Parcel Numbers 960976 and 960975, creating 7 lots. SET PUBLIC HEARING CDS FEE SCHEDULE CDS Approve Setting a Public Hearing to consider proposed Building, Planning, and Fire Marshal Fees for 2020, to be held on Tuesday March 3, 2020 at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk to publish said notice. SET PUBLIC HEARING SUNCADIA PHASE 2 – DIVISION 4 CDS Approve Setting a Public Hearing to consider the Suncadia Phase 2, Division 4, a 39-lot Preliminary Plat with Access and Open Space Tracts on approximately 11.22 acres of land that is zoned Master Planned Resort, with proposed lots ranging in size from 5,900 to 10,800 square feet, located off of Swiftwater Drive, Cle Elum, WA in Section 18, Township 20 North, Range 15 East, W.M.; Assessor’s Map Number 20-15- 18053-0053, and to authorize the Clerk to publish said notice. NOTICE CAPITAL PROJECT FOR HOMELESS UNITS COMMISSIONERS 02/18/2020 MINUTES 4 Approve a Notice of Funds Availability (NOFA) for Capital Project for Homeless Units, in the amount of $400,000.00 from the Kittitas County Homelessness and Affordable Housing Committee, to accept Grant Applications to Address Local Homelessness and Affordable Housing Priorities, to be accepted until March 5, 2020 at 4:00 p.m. and to authorize the Clerk to publish said notice. NOTICE RAPID REHOUSING VOUCHERS COMMISSIONERS Approve a Notice of Funds Availability (NOFA) for Rapid Rehousing Vouchers, in the amount of $130,000.00 annually, from the Kittitas County Homelessness and Affordable Housing Committee, to accept Grant Applications to Address Local Homelessness and Affordable Housing Priorities, to be accepted until March 5, 2020 at 4:00 p.m. and to authorize the Clerk to publish said notice. AGREEMENT KITTITAS COUNTY CHAMBER OF COMMERCE COMMISSIONERS Approve a Professional Services Agreement between Kittitas County and the Kittitas County Chamber of Commerce in the amount of $283,150.00 for Tourism Services from January 1, 2020 through December 31, 2020. REQUEST TO APPROVE A RESOLUTION AUTHORIZING THE RESCISION OF RESOLUTION NO. 2019-179 AND ENACTING A NEW RESOLUTION PERTAINING TO FUNDING THE COMPLETE COUNT COMMITTEE FOR THE 2020 CENSUS AND TO AUTHORIZE THE INTERLOCAL AGREEMENT OFM CONTRACT K3012 – ITEM WAS REMOVED FROM THE AGENDA REQUEST TO APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH HOPESOURCE FOR THE COMPLETE COUNT COMMITTEE IN THE AMOUNT NOT TO EXCEED $34,700.00 – ITEM WAS REMOVED FROM THE AGENDA MEMORANDUM OF AGREEMENT EVERGREEN FOREST COUNTY GROUP COMMISSIONERS Approve a Memorandum of Agreement on Behalf of Kittitas County, A Member of the Evergreen Forest County Group, A Rural Public Lands County Council Affiliate, for Robert K. Weidner, with Offices in the Washington D.C. area, in the amount of $10,000.00 to report and receive guidance from Evergreen Group Members & Commissioners of participating counties. SET PUBLIC HEARING INCREASE IN SALES & USE TAX COMMISSIONERS Commissioner Wright moved to table a Request to Set a Public Hearing to consider a 1/10th of 1% Increase in Sales & Use Tax, as authorized by RCW 82.14.460 for Chemical Dependency or Mental Health Treatment Services or Therapeutic Courts. Commissioner Osiadacz seconded. Motion carried 2-1 (Chairman Wachsmith opposed the motion). 02/18/2020 MINUTES 5 CORRESPONDENCE – NONE ADMINISTRATIVE MATTERS - NONE CITIZEN COMMENTS ON NON-AGENDA ITEMS Howard Jones commented on lands, values, and an event at the outdoor arena on May 23rd.
