COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONERS CONFERENCE ROOM
EMERGENCY MEETING
FRIDAY 3:10 P.M. MARCH 6, 2020
Board members present: Chairman Brett Wachsmith, Vice-Chairman
Laura Osiadacz.
Others: Mandy Buchholz, Deputy Clerk of the Board II; Darren
Higashiyama, Chief Deputy; Tristen Lamb, Public Health Administrator
and Jerry Pettit, County Auditor.
EMERGENCY MEETING PUBLIC HEALTH
At 3:10 p.m. Chairman Wachsmith opened an emergency Special Meeting
to consider a Declaration of Emergency – COVID-19.
Darren Higashiyama, Chief Deputy stated that the Kittitas County
Sheriff’s Office (KCSO) was notified today as they are in charge of
Emergency Services and the Kittitas County Public Health Officer,
has reported to the Board of County Commissioners that on March 5,
2020, KCSO was notified of a patient that has tested positive for
novel coronavirus (COVID-19) in the State of Nevada. That patient
has recently traveled though CWU on a tour. The patient may have had
contact with numerous people, groups and buildings. He stated that
after careful consideration the Kittitas County Health Officer has
recommended testing for all symptomatic persons that had contact
with the patient who tested positive for novel coronavirus. The
amount of testing that will occur will exhaust local resources and
personnel which will overwhelm the County’s capabilities. He
explained that by the Board signing the Resolution will allow the
hospital to enact their popup clinic as well as activation of the
EOC; Communication of the emergent state to appropriate State and
Federal Agencies; records of overtime and other resources expended
are to be kept and turned over to the County Auditor at the
conclusion of the emergency.
RESOLUTION 2020-042 COVID-19 PUBLIC HEALTH
Commissioner Osiadacz moved to approve Resolution No. 2020-042,
Declaration of Emergency – COVID-19. Chairman Wachsmith seconded.
Motion carried 2-0.
