02/26/2020 MINUTES 1 <br /> <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS CONFERENCE ROOM <br />EMERGENCY MEETING <br /> <br />FRIDAY 3:10 P.M. MARCH 6, 2020 <br /> <br />Board members present: Chairman Brett Wachsmith, Vice-Chairman <br />Laura Osiadacz. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Darren <br />Higashiyama, Chief Deputy; Tristen Lamb, Public Health Administrator <br />and Jerry Pettit, County Auditor. <br /> <br />EMERGENCY MEETING PUBLIC HEALTH <br /> <br />At 3:10 p.m. Chairman Wachsmith opened an emergency Special Meeting <br />to consider a Declaration of Emergency – COVID-19. <br /> <br />Darren Higashiyama, Chief Deputy stated that the Kittitas County <br />Sheriff’s Office (KCSO) was notified today as they are in charge of <br />Emergency Services and the Kittitas County Public Health Officer, <br />has reported to the Board of County Commissioners that on March 5, <br />2020, KCSO was notified of a patient that has tested positive for <br />novel coronavirus (COVID-19) in the State of Nevada. That patient <br />has recently traveled though CWU on a tour. The patient may have had <br />contact with numerous people, groups and buildings. He stated that <br />after careful consideration the Kittitas County Health Officer has <br />recommended testing for all symptomatic persons that had contact <br />with the patient who tested positive for novel coronavirus. The <br />amount of testing that will occur will exhaust local resources and <br />personnel which will overwhelm the County’s capabilities. He <br />explained that by the Board signing the Resolution will allow the <br />hospital to enact their popup clinic as well as activation of the <br />EOC; Communication of the emergent state to appropriate State and <br />Federal Agencies; records of overtime and other resources expended <br />are to be kept and turned over to the County Auditor at the <br />conclusion of the emergency. <br /> <br />RESOLUTION 2020-042 COVID-19 PUBLIC HEALTH <br /> <br />Commissioner Osiadacz moved to approve Resolution No. 2020-042, <br />Declaration of Emergency – COVID-19.
