COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS CONFERENCE ROOM SPECIAL MEETING
WEDNESDAY 4:30 P.M. FEBRUARY 26, 2020
Board members present: Chairman Brett Wachsmith; Vice-Chairman Laura
Osiadacz and Commissioner Cory Wright.
Others: Taylor Crouch, Deputy Clerk of the Board I; Lisa Young, HR
Director; Neil Caulkins, Chief Civil Deputy Prosecutor and Chris
Horner, DPA III SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS
At 4:30 p.m. Chairman Wachsmith opened a Special Meeting and
announced the Board would recess into Executive Session for 10
minutes to discuss with legal counsel representing the agency
matters relating to agency enforcement actions, or to discuss with
legal counsel representing the agency litigation or potential
litigation to which the agency, the governing body, or a member
acting in an official capacity is, or is likely to become, a party,
when public knowledge regarding the discussion is likely to result
in an adverse legal or financial consequence to the agency. No
action anticipated.
At 4:40 p.m. the Board reconvened out of Executive Session. There
was direction to Staff. At 4:40 p.m. Neil Caulkins, Chief Civil
Deputy Prosecutor and Chris Horner, DPA III left the meeting.
At 4:40 p.m. Chairman Wachsmith announced the Board would recess
back into Executive Session for 15 minutes to consider Collective
bargaining sessions with employee organizations, including contract
negotiations, grievance meetings, and discussions relating to the
interpretation or application of a labor agreement; or (b) that
portion of a meeting during which the governing body is planning or
adopting the strategy or position to be taken by the governing body
during the course of any collective bargaining, professional
negotiations, or grievance or mediation proceedings, or reviewing
the proposals made in the negotiations or proceedings while in
progress. No action anticipated.
At 4:55 p.m. the Board reconvened out of Executive Session. There
was no action taken.
At 4:55 p.m. Chairman Wachsmith announced the Board would recess
back into Executive Session for 5 minutes to consider Collective
bargaining sessions with employee organizations, including contract
negotiations, grievance meetings, and discussions relating to the

interpretation or application of a labor agreement; or (b) that
portion of a meeting during which the governing body is planning or
adopting the strategy or position to be taken by the governing body
during the course of any collective bargaining, professional
negotiations, or grievance or mediation proceedings, or reviewing
the proposals made in the negotiations or proceedings while in
progress. No action anticipated.
At 5:00 p.m. the Board reconvened out of Executive Session. There
was direction to Staff.
