02/26/2020 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS CONFERENCE ROOM SPECIAL MEETING <br /> WEDNESDAY 4:30 P.M. FEBRUARY 26, 2020 <br />Board members present: Chairman Brett Wachsmith; Vice-Chairman Laura <br />Osiadacz and Commissioner Cory Wright. <br /> <br />Others: Taylor Crouch, Deputy Clerk of the Board I; Lisa Young, HR <br />Director; Neil Caulkins, Chief Civil Deputy Prosecutor and Chris <br />Horner, DPA III SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS <br />At 4:30 p.m. Chairman Wachsmith opened a Special Meeting and <br />announced the Board would recess into Executive Session for 10 <br />minutes to discuss with legal counsel representing the agency <br />matters relating to agency enforcement actions, or to discuss with <br />legal counsel representing the agency litigation or potential <br />litigation to which the agency, the governing body, or a member <br />acting in an official capacity is, or is likely to become, a party, <br />when public knowledge regarding the discussion is likely to result <br />in an adverse legal or financial consequence to the agency. No <br />action anticipated. <br /> <br />At 4:40 p.m. the Board reconvened out of Executive Session. There <br />was direction to Staff. At 4:40 p.m. Neil Caulkins, Chief Civil <br />Deputy Prosecutor and Chris Horner, DPA III left the meeting. <br /> <br />At 4:40 p.m. Chairman Wachsmith announced the Board would recess <br />back into Executive Session for 15 minutes to consider Collective <br />bargaining sessions with employee organizations, including contract <br />negotiations, grievance meetings, and discussions relating to the <br />interpretation or application of a labor agreement; or (b) that <br />portion of a meeting during which the governing body is planning or <br />adopting the strategy or position to be taken by the governing body <br />during the course of any collective bargaining, professional <br />negotiations, or grievance or mediation proceedings, or reviewing <br />the proposals made in the negotiations or proceedings while in <br />progress. No action anticipated. <br /> <br />At 4:55 p.m. the Board reconvened out of Executive Session. There <br />was no action taken. <br /> <br />At 4:55 p.m. Chairman Wachsmith announced the Board would recess <br />back into Executive Session for 5 minutes to consider Collective <br />bargaining sessions with employee organizations, including contract <br />negotiations, grievance meetings, and discussions relating to the
