COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AGENDA SESSION REGULAR MEETING
TUESDAY 10:00 A.M. MARCH 17, 2020
Board members present: Vice-Chairman Osiadacz; and Commissioner Cory
Wright. Excused: Chairman Brett Wachsmith.
Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works
Director/Interim Engineer; Dan Carlson, CDS Director; and Taylor Crouch,
Deputy Clerk of the Board I.
CALL TO ORDER
Vice-Chairman Osiadacz called the meeting to order.
PLEDGE OF ALLEGIANCE
Vice-Chairman Osiadacz led the Pledge of Allegiance.
INTRODUCTION OF NEW COUNTY EMPLOYEES – NONE PROCLAMATION NATIONAL COUNTY GOVERNMENT MONTH COMMISSIONERS
Commissioner Wright moved to approve a Proclamation to Declare April
2020 as National County Government Month in Kittitas County, and
encourage all county officials, employees, schools and residents to
participate in county government celebration activities. Vice-Chairman
Osiadacz seconded. Motion carried 2-0. AWARDS & RECOGNITIONS - NONE
APPROVAL OF AGENDA
Commissioner Wright moved to approve the Agenda, as amended, noting
Consent Item B had been removed and Items D & K had been moved to Board
Discussion & Decision. Vice-Chairman Osiadacz seconded. Motion carried
2-0. CONSENT AGENDA
Commissioner Wright moved to approve the Consent Agenda, as amended,
noting Consent Item B had been removed and Items D & K had been moved to
Board Discussion & Decision.

Approve Setting a Public Hearing to consider Amending Kittitas County
Code Chapter 3.22 Admissions Tax, to be held on Tuesday April 7, 2020 at
2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County
Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk
to publish said notice.
RESOLUTION 2020-057 PRE-SALE FAMILY PACKAGES EVENT CENTER
Approve Resolution No. 2020-057, Authorizing the Pre-Sale of Family Fair
Packages for the Kittitas County Fair.
SET PUBLIC HEARING DISCOUNT RATES FOR ADMISSION EVENT CENTER
Approve Setting a Public Hearing to consider a discount rate of half-
priced admission into the Kittitas County Fair on the last day of the
annual Fair (Labor Day), to be held on Tuesday April 21, 2020 at 2:00
p.m. in the Commissioners Auditorium, Room 109, Kittitas County
Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk
to publish said notice.
SET PUBLIC HEARING CHILL AXLE CAR SHOW & PATRIOT NIGHT EVENT CENTER
Approve Setting a Public Hearing to consider the Vendor Booth Fees for
the Chill Axle Car Show and the Patriot Night Under the Lights Events,
to beheld on Tuesday April 21, 2020 at 2:00 p.m. in the Commissioners
Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue
Ellensburg, WA and to authorize the Clerk to publish said notice.
RESOLUTION 2020-058 CENTRAL SERVICES ALLOCATION PLAN AUDITOR
Approve Resolution No. 2020-058, Adopting Central Services Simplified
Indirect Cost Allocation Plan for Year Ended December 31, 2018, noting
the Rate for Kittitas County at 12.75% based on the fair and equitable
distribution base of direct salaries and wages, for federal grant
reimbursement as certified by the County Auditor, effective January 1,
2020.
RESOLUTION 2020-059 PUBLIC HEALTH ALLOCATION PLAN AUDITOR
Approve Resolution No. 2020-059, Adopting the Kittitas County Public
Health Department Simplified Indirect Cost Allocation Plan for Year
Ended December 31, 2018, noting the Rate for the Kittitas County Public
Health Department at 28.25%, based on the fair and equitable

distribution base of direct salaries and wages, for federal grant
reimbursement as certified by the County Auditor, effective January 1,
2020.
REQUEST TO APPROVE A RESOLUTION AUTHORIZING A CONTRACT BETWEEN KITTITAS COUNTY AND HOPESOURCE FOR CERTAIN CENSUS SERVICES – ITEM MOVED TO BOARD DISCUSSION & DECISION SET PUBLIC HEARING CDBG – PUBLIC SERVICE FUNDS COMMISSIONERS
Approve Setting a Public Hearing to review the community development and
housing needs, inform citizens of the availability of funds and eligible
uses of the State Community Development Block Grant (CDBG) and receive
comments on the proposed activities, particularly from lower income
persons residing in Kittitas County, noting $84,239.00 is proposed to be
available annually to Kittitas County and HopeSource to fund public
services that principally benefit low-and moderate-income persons, to be
held on Tuesday April 7, 2020 at 2:00 p.m. in the Commissioners
Auditorium, Room 109, Kittitas County Courthouse, 205 West 5th Avenue
Ellensburg, WA and to authorize the Clerk to publish said notice.
CORRESPONDENCE – NONE ADMINISTRATIVE MATTERS RESOLUTION 2020-052 TEMP. WAIVER PRE-APPLICATION MEETINGS CDS
Commissioner Wright moved to approve Resolution No. 2020-052, for a
Temporary Waiver of the Required Pre-Application Meetings until further
notice. Vice-Chairman Osiadacz seconded. Motion carried 2-0. CITIZEN COMMENTS ON NON-AGENDA ITEMS - NONE BOARD DISCUSSION/DECISION ITEMS RESOLUTION 2020-053 EMERGENCY VACCINE STORAGE COMMISSIONERS
Commissioner Wright moved to approve Resolution No. 2020-053,
Authorizing an Interlocal Agreement between the Kittitas County Public
Health Department and Kittitas Valley Healthcare for Emergency Vaccine
Storage. Vice-Chairman Osiadacz seconded. Motion carried 2-0.
RESOLUTION 2020-054 HOPESOURCE – CENSUS SERVICES COMMISSIONERS
Commissioner Wright moved to approve Resolution No. 2020-054,
Authorizing a Contract between Kittitas County and HopeSource for
Certain Census Services. Vice-Chairman Osiadacz seconded. Motion carried
2-0.
