MONDAY 9:40 A.M. MARCH 23, 2020
Board members present: Chairman Brett Wachsmith; Vice-Chairman
Laura Osiadacz & Commissioner Cory Wright.
Others: Mandy Buchholz, Deputy Clerk of the Board II; Julie
Kjorsvik, Clerk of the Board; Candie Leader, Administrative
Supervisor (by phone).
REGULAR MEETING DEPARTMENT HEAD PUBLIC WORKS
Candie Leader, Administrative Supervisor reviewed 5 Resolutions for
the Board to consider.
RESOLUTION 2020-062 GRIEVANCE COUNCIL 2 PUBLIC WORKS
Commissioner Osiadacz moved to approve Resolution No. 2020-062,
Ratifying the Director of Public Works Signature on Settling a Class
Action Grievance from Council 2. Commissioner Wright seconded.
Motion carried 3-0.
RESOLUTION 2020-063 DPW COMPLAINT POLICY PUBLIC WORKS
Commissioner Osiadacz moved to approve Resolution No. 2020-063,
Adopting a Complaint Handling Policy for the Department of Public
Works. Commissioner Wright seconded. Motion carried 3-0.
RESOLUTION 2020-064 WSDOT UTILITY MANUAL PUBLIC WORKS
Commissioner Osiadacz moved to approve Resolution No. 2020-064,
Affirming the Use of the Current Edition of the Washington State
Department of Transportation Utilities Manual, M 22-87.10 February
2019; As Kittitas County Department of Public Works Utility Design
and Construction Standard Pursuant to Kittitas County Code
12.13.010. Commissioner Wright seconded. Motion carried 3-0.
RESOLUTION 2020-065 PERSONNEL POLICY PUBLIC WORKS
Commissioner Osiadacz moved to approve Resolution No. 2020-065,
Affirming Kittitas County’s Adopted Personnel Policy and Procedures
Manual is the Adopted Personnel Policy and Procedures Manual for the
Department of Public Works. Commissioner Wright seconded. Motion
carried 3-0.

RESOLUTION 2020-066 CRAB DIGITAL SIGNATURE PUBLIC WORKS
Commissioner Osiadacz moved to approve Resolution No. 2020-066,
Authorize the Chair’s Signature on the Digital Submittal
Certification to the County Road Administration Board for 2019 Road
Fund Expenditures. Commissioner Wright seconded. Motion carried 3-0.
