03/31/2020 MINUTES 1 <br /> COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS CONFERENCE ROOM SPECIAL MEETING <br /> TUESDAY 1:00 P.M. MARCH 31, 2020 <br />Board members present: Chairman Brett Wachsmith (via phone), Vice- <br />Chairman Laura Osiadacz (via phone) and Commissioner Cory Wright. <br /> Others: Lisa Young, Human Resources Director; and the following via <br />phone – Taylor Crouch, Deputy Clerk of the Board I. <br /> SPECIAL MEETING PLANNING UPDATE/COVID-19 COMMISSIONERS <br />At 1:11 p.m. Chairman Wachsmith opened a Special Meeting for the <br />Board to provide planning updates relating to COVID-19. <br /> <br />At 1:11 p.m. Chairman Wachsmith announced the Board would recess <br />into Executive Session for 10 minutes to evaluate the qualifications <br />of an applicant for public employment or to review the performance <br />of a public employee. However, subject to RCW 42.30.140(4), <br />discussion by a governing body of salaries, wages, and other <br />conditions of employment to be generally applied within the agency <br />shall occur in a meeting open to the public, and when a governing <br />body elects to take final action hiring, setting the salary of an <br />individual employee or class of employees, or discharging or <br />disciplining an employee, that action shall be taken in a meeting <br />open to the public. No action anticipated. <br /> <br />At 1:21 p.m. the Board reconvened out of Executive Session. No <br />action was taken. Lisa Young, HR Director left the meeting. <br /> <br />The Board discussed ways to meet OPMA guidelines during the COVID-19 <br />situation. Further discussion on this topic was needed. The Board <br />asked Staff to add this item to another upcoming agenda. <br /> <br />The Board updated each other on current COVID-19 updates from the <br />departments each Commissioner is working with at this time. <br /> <br />Commissioner Osiadacz stated she was working on a letter to the <br />Governor about the current needs of the County, and she was to speak <br />with Dr. Larson, Health Officer and Tristen Lamb, Public Health <br />Administrator about the County needs. <br /> <br />There was discussion on a daily conference call between key players <br />in the County. The Board would like to see this managed by the EOC <br />to keep continuity. The Board supported Chairman Wachsmith to <br />facilitate these meetings on behalf of the BOCC.
