COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS CONFERENCE ROOM SPECIAL MEETING
TUESDAY 1:00 P.M. MARCH 31, 2020
Board members present: Chairman Brett Wachsmith (via phone), Vice-
Chairman Laura Osiadacz (via phone) and Commissioner Cory Wright.
Others: Lisa Young, Human Resources Director; and the following via
phone – Taylor Crouch, Deputy Clerk of the Board I.
SPECIAL MEETING PLANNING UPDATE/COVID-19 COMMISSIONERS
At 1:11 p.m. Chairman Wachsmith opened a Special Meeting for the
Board to provide planning updates relating to COVID-19.
At 1:11 p.m. Chairman Wachsmith announced the Board would recess
into Executive Session for 10 minutes to evaluate the qualifications
of an applicant for public employment or to review the performance
of a public employee. However, subject to RCW 42.30.140(4),
discussion by a governing body of salaries, wages, and other
conditions of employment to be generally applied within the agency
shall occur in a meeting open to the public, and when a governing
body elects to take final action hiring, setting the salary of an
individual employee or class of employees, or discharging or
disciplining an employee, that action shall be taken in a meeting
open to the public. No action anticipated.
At 1:21 p.m. the Board reconvened out of Executive Session. No
action was taken. Lisa Young, HR Director left the meeting.
The Board discussed ways to meet OPMA guidelines during the COVID-19
situation. Further discussion on this topic was needed. The Board
asked Staff to add this item to another upcoming agenda.
The Board updated each other on current COVID-19 updates from the
departments each Commissioner is working with at this time.
Commissioner Osiadacz stated she was working on a letter to the
Governor about the current needs of the County, and she was to speak
with Dr. Larson, Health Officer and Tristen Lamb, Public Health
Administrator about the County needs.
There was discussion on a daily conference call between key players
in the County. The Board would like to see this managed by the EOC
to keep continuity. The Board supported Chairman Wachsmith to
facilitate these meetings on behalf of the BOCC.

There was discussion on the Homeless population in the County.
Commissioner Wright will work with HopeSource and the HAHC to see
options on rent assistance programs in the County.
Meeting adjourned at 2:15 p.m.
