COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING
TUESDAY 2:00 P.M. APRIL 21, 2020
Board members present: Chairman Brett Wachsmith, Via Phone: Vice-
Chairman Laura Osiadacz and Commissioner Cory Wright.
Others: Patti Johnson, Solid Waste Director/Interim Maintenance
Director/Project Manager; Via Webex: Mandy Buchholz, Deputy Clerk of
the Board II and 1 member of the public.
This meeting was provided to the public via Webex and they were
previously notified on the Agenda as to where they could access and
provide public comments.
PUBLIC HEARING TRANSFER STATIONS SOLID WASTE
At 2:00 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider
Awarding a Professional Services Agreement to Operate the Kittitas
County Transfer Stations and to Set New Fees.
PATTI JOHNSON, SOLID WASTE DIRECTOR/INTERIM MAINTENANCE DIRECTOR/PROJECT MANAGER reviewed a Staff Report and indicated the
current Contract with Waste Management for the operations of the
Transfer Stations and the haul and disposal of the municipal solid
waste, which is set to expire on June 30, 2020. They received two
proposals from Waste Management and Republic Services. She
recommended to the Board of Commissioners that they enter into a
Contract with Waste Management for a five-year period as well as the
new fee schedule which would come into effect on July 1, 2020.
THOSE PROVIDING TESTIMONY: TAMI YAGER, SENIOR MANAGER, WASTE MANAGEMENT said the County has been great to work with over the
years and they look forward to continuing to work together in the
future. THERE BEING NO OTHERS REQUESTING TO PROVIDE COMMENTS, THE PUBLIC TESTIMONY PORTION OF THE HEARING WAS CLOSED. RESOLUTION 2020-085 TRANSFER STATIONS SOLID WASTE CHAIRMAN WACHSMITH moved to approve Resolution No. 2020-085, a
Resolution Setting Fees for the Solid Waste Disposal, effective July
1, 2020 and to direct the Solid Waste Director/Interim Maintenance
Director/Project Manager to bring back Contract documents with Waste
Management at the May 5, 2020 Agenda. COMMISSIONER OSIADACZ
seconded. Motion carried 3-0.

PUBLIC HEARING DISCOUNT RATES EVENT CENTER
The Public Hearing to consider a Discount Rate of Half-Priced
Admission into the Kittitas County Fair on the last day of the
Annual Fair (Labor Day), was postponed and rescheduled to May 19,
2020 at 2:00 p.m., noting the written comments may be submitted to
the Commissioner’s Office by email at bocc@co.kittitas.wa.us, and
that the record is open. This was due to the Washington Governor’s
Proclamation No. 20-28 until May 4, 2020, in person attendance being
prohibited (COVID-19).
PUBLIC HEARING VENDOR BOOTH FEES EVENT CENTER
The Public Hearing to consider the Vendor Booth Fees for the Chill
Axle Car Show and Patriot Night Under the Lights events, was
postponed and rescheduled to May 19, 2020 at 2:00 p.m., noting the
written comments may be submitted to the Commissioner’s Office by
email at bocc@co.kittitas.wa.us, and that the record is open. This
was due to the Washington Governor’s Proclamation No. 20-28 until
May 4, 2020, in person attendance being prohibited (COVID-19).
The meeting was adjourned at 2:11 p.m.
