KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: April 21, 2020 <br />ACTION REQUESTED: Request to Approve a Resolution to Affirm the County <br />Engineer's Decision Paying an Administrative Settlement <br />Resolving Right of Way Acquisition Supporting the <br />Fairview Road Bridge Replacement Project, CRP No. 279- <br />18 <br />BACKGROUND: Two bridges have failed at Fairview Road. Attempts to <br />replace the structures and realign Coleman Creek stalled <br />last year owing to unsuccessful right of way negotiations. <br />The recent failure of responders to a request for bridge <br />suppliers supporting the Coleman Creek Fish Barrier <br />Removal project requires additional flexibility settling <br />outstanding right of way issues at Fairview. Public Works <br />desires moving forward with this permitted project getting <br />construction money into the local economy. To that end, <br />the County Engineer recommends the Board support his <br />decision paying an administrative settlement of $1,700 <br />($0.29/square foot rather than the market appraised value of <br />$0.24/square foot) concluding right of way negotiations. <br />The final cost of right of way acquisition is $9,850. <br />INTERACTION: Public Works. <br />RECOMMENDATION: Approve the Resolution to Affirm the County Engineer's <br />decision paying an administrative settlement finalizing <br />right of way acquisition supporting the Fairview Road <br />Bridge Replacement Project, CRP No. 279-18. <br />HANDLING: Return one original to Public Works. <br />ATTACHMENTS: Resolution. <br />LEAD STAFF: Mark R.
