ACTION REQUESTED: Request to Approve a Resolution to Award the Big Boulder
Bridge Procurement Contract to Contech Engineering
BACKGROUND:
Public Works completed Phase I of the Big Boulder Bridge
Replacement Project (CRP No. 296-18) summer of 2019.
Recently, Public Works solicited for bridge procurement of
the permanent sixty -foot structure. Contech Engineering
was the only bid responder. The returned bid package
failed to return the required "Bid Form" although a bid
bond was provided. Public Works suggests that the Board
waive the bid form irregularity and award the procurement
contract to Contech Engineering. The published engineer's
range was: $78,375 - $86,625. Contech Engineering's bid
is for: $75,969.

RESOLUTION NO. 2020 -
AWARDING CONTECH ENGINEERING THE PROCUREMENT CONTRACT FOR A
SIXTY FOOT METAL GIRDER BRIDGE FOR USE AT BIG BOULDER CREEK — CRP
#296-18
WHEREAS: Public Works is finalizing Phase 2 construction plans and specifications
permanently replacing the failed wood bridge at Big Boulder Creek (CRP #296-
18); and
WHEREAS: Recognizing probable project impacts from the current ongoing COVID 19
pandemic; and
WHEREAS: Public Works recently advertised for suppliers providing the required sixty -foot
metal girder bridge as a means of furthering the likelihood of successful
installation summer/fall of 2020; and
WHEREAS: The Engineer's estimate for the sixty -foot metal girder bridge structure published
advertising range was: $78,375-$86,625; and
WHEREAS: One supplier did respond with a quote of $75,969 but failed to provide the
required bid bond form; and
WHEREAS: The required bid bond was supplied in the response and Public Works desires the
Board of County Commissioners waive this slight bid irregularity allowing award
of the procurement contract to Contech Engineering;
NOW, THEREFORE BE IT RESOLVED that, pursuant to RCW 39.04.280, competitive
bidding is suspended as to this project. The COVID-19 outbreak has caused vast economic
disruption and damage due to the necessary social distancing precautions and associated
government -imposed lockdowns. This economic consequence is a part of the emergency. To
combat that aspect of the emergency the county wishes to stimulate the economy by continuing
to pursue various public works which are essential construction under the Governor's Stay At
Home Order.
BE IT FURTHER RESOLVED that the Board of County Commissioners, in the best interest
of the public, does hereby waive the bid bond form from Contech Engineering's procurement
advertisement response and award the Big Boulder Metal Girder Bridge procurement contract for
$75,969 to Contech Engineering.
