KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: April 21, 2020 <br />ACTION REQUESTED: Request to Approve a Resolution to Suspend Procurement <br />Procedures (RCW Chapter 39) and Authorize the Public <br />Works Director to Negotiate a Bridge Procurement <br />Contract with KnifeRiver and Sign Same Upon Successful <br />Negotiations <br />BACKGROUND: Recent attempts to procure a fish passage structure for CRP <br />299-19 (Coleman at Vantage Highway) produced no <br />responders. One company, KnifeRiver Precast, did request <br />to submit an electronic bid owing to travel restrictions <br />imposed by the Governor's Office. Public Works declined <br />to accept an electronic bid. The declared State of <br />Emergency allows the suspension of standard procurement <br />(RCW Chapter 39) procedures (DPA Caulkins) enabling <br />direct negotiations with KnifeRiver on a suitable bridge <br />structure. Public Works is requesting authorization for the <br />Director to negotiate and sign the bridge procurement <br />contract. Time is of the essence as work in water windows <br />are short and rapidly approaching. WA Department of Fish <br />and Wildlife have qualified this project under RCW <br />77.55.181 as a fish barrier removal project — giving it high <br />priority status. <br />INTERACTION: Public Works. <br />RECOMMENDATION: Suspend RCW Chapter 39 procurement procedures <br />allowing the Director of Public Works to negotiate and sign <br />a bridge procurement contract with KnifeRiver Precast for <br />CRP 299-19. <br />HANDLING: Return one original to Public Works. <br />ATTACHMENTS: Resolution. <br />LEAD STAFF: Mark R.
