AGENDA DATE: April 7, 2020
ACTION REQUESTED: Request to Approve a Resolution to select KPG and HLA
for Civil Engineering Professional Services Contracts
supporting Public Works for up to a Three -Year Period and
Authorize the Public Works Director to execute said
Contracts.
BACKGROUND: PW continues relying on civil engineering consults absent a
licensed County Engineer on staff. On 01/21/2020; the
Department requested and received permission from the
Board to solicit for professional services (consistent with
state law and County policy). Responders provided
qualifications for review on 02/13/2020. Staff has
completed review of responder information and
recommends the selection of KPG and HLA for standard
professional contracts. The contracts are in place for a two-
year base period with a third potential year if mutually
agreed upon.
INTERACTION: Public Works.
RECOMMENDATION: Approve a Resolution to select KPG and HLA for Civil
Engineering Professional Services Contracts supporting
Public Works for up to a Three -Year Period and Authorize
the Public Works Director to execute said Contracts.
HANDLING: Return one original to Public Works.

RESOLUTION NO. 2020 -
SELECTING KPG AND HLA AS CIVIL ENGINEERING PUBLIC WORKS ON-CALL
TASK ORDER CONSULTANTS FOR UP TO A THREE-YEAR PERIOD OF SERVICE
AND AUTHORIZING THE PUBLIC WORKS DIRECTOR TO SIGN SAID CONTRACTS
WHEREAS: The Department of Public Works (PW) prepared a solicitation for engineering and
professional services consistent with state law and county code in January 2020; and
WHEREAS: PW docketed a request to solicit for engineering and professional services on the
Board of County Commission general business agenda on January 21, 2020; and
WHEREAS: The Board of County Commissioners did direct PW proceed with solicitation efforts
and said process concluded with submittals being received on February 13, 2020; and
WHEREAS: Consistent with solicitation advertising an internal review team of PW reviewed and
scored all professional civil engineering services submittals; and
WHEREAS: The consensus of the reviewers selects KPG and HLA for professional civil
engineering services contracts for up to a three-year period (two-year base with
possible third year extension if mutually agreed upon);
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the best
interest of the public, does hereby select KPG and HLA for professional civil engineering services
(acceptable to the Prosecuting Attorney's Office);
BE IT FURTHER RESOLVED the Public Works Director is directed to sign said contracts on
behalf of the Board of County Commissioners.
