AGENDA DATE: April 7, 2020
ACTION REQUESTED: Approve a Notice of Call for Bids for the Teanaway Hydraulic
Improvements Phase 2: Lick Creek Culvert Replacement.
BACKGROUND: In 2014 Public Works submitted an application to the Washington
Federal Lands Access Program for Teanaway Road Hydraulics
Improvements.
In 2016 Public Works executed the final agreement documents from
the Federal Highway Administration (FHWA) department awarding
$2,432,074 of grant funds for said project.
Public Works successfully negotiated a change of scope with FHWA
in August of 2016 to change the Hydraulic Improvement locations to
address the top two identified maintenance and flood locations.
Additionally, Public Works reached out to the Washington State
Department of Fish and Wildlife to ensure the proposed project
locations also addressed top priorities in the region for fish passage.
In 2019 Public Works completed the first phase of the project with a
culvert replacement where Teanaway Road crosses Story Creek.
Public Works has been working on the completion of the bid package
for Phase Two (2), culvert replacement where North Fork Teanaway
Road crosses Lick Creek.
The bid package will include bid requests for the improvement of
North Fork Teanaway Road, at Lick Creek by roadway excavation,
structure excavation, precast concrete structure installation, streambed
excavation and embankment, isolation structure installation, detour
construction and removal, roadway surfacing and paving, guardrail,
pavement markings, traffic control, channel excavation and other
work all in accordance with the Contract Plans, Contract Provisions,
and the Standard Specifications.
Call for bids are advertised in the legal newspaper and the Daily
Journal of Commerce.
Bids are scheduled to be opened on April 30, 2020 at 10:00 a.m. in
the Public Works Department.

RECOMMENDATION: Move to approve Notice of Call for Sealed Bids for the Teanaway
Road Hydraulic Improvements Phase 2: Lick Creek Culvert
Replacement and direct staff to advertise as requested.

This call for sealed bids is for the Teanaway Road Hydraulic Improvements Phase 2: Lick Creek Culvert Replacement
Project. Bids are due by April 30, 2020 at 10:00 am, at which time bids will no longer be accepted.
Sealed bids will be received by Kittitas County Public Works, at the reception desk located at 411 North Ruby Street, Suite
1, Ellensburg, Washington until 10:00 AM on April 30, 2020 and will then and there be opened and publicly read for the
construction of the improvements.
All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in
an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such
contract and furnish satisfactory performance and payment bonds within the time stated in the specifications, the bid
proposal deposit shall be forfeited to the Kittitas County Public Works.
The right is reserved to reject any and all bids and to waiver informalities in the bidding.

The Kittitas County in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to
2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the
Secretary, Part 21, Nondiscrimination in Federally -Assisted Programs of the Department of Transportation issued
pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into
pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full
opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race,
color, national origin, or sex in consideration for an award.
The improvement for which bids will be received is described below
This Contract provides for the improvement of North Fork Teanaway Road, at Lick Creek by roadway excavation, structure
excavation, precast concrete structure installation, streambed excavation and embankment, isolation structure installation,
detour construction and removal, roadway surfacing and paving, guardrail, pavement markings, traffic control, channel
excavation and other work all in accordance with the Contract Plans, Contract Provisions, and the Standard Specifications.
