AGENDA DATE: April 7, 2020
ACTION REQUESTED: Request to Approve a Resolution to Adopt the Proposed
Public Works "Work Performed for Others" Policy
BACKGROUND:
Public Works maintains a business practice of performing
work for others and has done so for many years. Recently,
Finance Manager Remeto, determined that a formal written
policy adopted by the Board of County Commissioners
does not exist or cannot be found. The County Road
Administration Board requires said policy adoption. Public
Works has prepared a formal policy for Board
consideration.
INTERACTION:
Public Works.
RECOMMENDATION:
Adopt the proposed Public Works policy: "Work
Performed for Others".
HANDLING:
Return one original to Public Works.

RESOLUTION NO. 2020 -
ADOPTING THE "WORK PERFORMED FOR OTHERS" PUBLIC WORKS POLICY
WHEREAS: The Kittitas County Board of County Commissioners desires supporting partner
local, state, federal, tribal and other qualifying public entities with high quality
products and services provided by the Department of Public Works; and
WHEREAS: The Kittitas County Department of Public Works has an ongoing business
practice of providing high quality products and services to others through
qualified interlocal agreements with standard means and methods; and
WHEREAS: The County Road Administration Board requires formal written adoption of
Public Work's "Work Performed for Others" policy;
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby adopt the Department of Public Works "Work Performed
for Others" policy.

Policy April 71, 2020
Recitals
WHEREAS: The Kittitas County Department of Public Works maintains a business practice of
performing work for others; and
WHEREAS: Public Works has utilized standard forms for estimating work for others for many
years and said forms continue in use; and
WHEREAS: The Kittitas County Board of County Commissioners desires and encourages
Public Works to continue assisting various municipal, state, federal and public entities with
products and services; and
WHEREAS: Public Works retains the skill, knowledge and dedicated maintenance,
administrative, financial, engineering personnel and specialized equipment capable of delivering
high quality products and services unique to Public Works;
NOW THEREFORE IT IS RESOLVED: Once an interlocal agreement is in place between
the requesting agency and Public Works allowing Public Works to provide products and services
to the requesting agency; the attached forms shall be used when developing scopes of work and
cost estimates for "work for others".
IT IS FURTHER RESOLVED: That the Department of Public Works adopts a standard
fifteen percent (15%) administrative markup for delivery of said products and services.
