AGENDA STAFF REPORT
AGENDA DATE: April 7, 2020
ACTION REQUESTED: Request to Approve a Resolution to Appoint Public Works
Director to County Engineer for a period not to exceed six
months ending September 6, 2020.
BACKGROUND: Resolution 2019-165 placed the Public Works Director
(PWD) as Acting County Road Engineer for a period of six
months ending April 13, 2020. The County Road
Administration Board is requesting Board action extending
the PWD placement period. CRAB has been made aware
of ongoing recruitment efforts towards securing a full-time
County Road Engineer. A letter for the Chair's signature
has been provided for transmittal to CRAB.
INTERACTION: Public Works, Auditor's Office.
RECOMMENDATION: Approve a Resolution Appointing the Public Works
Director to serve as Interim County Engineer for an
additional period not exceeding six months in duration
(September 13, 2020).
HANDLING: Return one original to Public Works; One copy to the
Auditor's Office.

RESOLUTION NO. 2020 -
APPOINTING THE DIRECTOR OF PUBLIC WORKS ACTING COUNTY ENGINEER
FOR SIX MONTHS TERMINATING ON SEPTEMBER 6, 2020 .
WHEREAS: The Board of County Commissioners appointed the Public Works Director Acting
County Engineer with Resolution 2019-165; and
WHEREAS: The term of appointment identified in Resolution 2019-165 terminates on April
13, 2020; and
WHEREAS: Ongoing recruitment efforts for County Engineer have not produced a suitable
candidate; and
WHEREAS: Current travel restrictions limit the County's ability attracting County Engineer
candidates for interviews and the duration of travel restriction is unknown;
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby appoint the Director of Public Works Acting County
Engineer for a six-month period ending on September 6, 2020.

RE: Acting County Engineer Appointment
Dear Mr. Woods:
Kittitas County continues the search for a full time County Engineer. After several
months of unsuccessful recruiting efforts, we recently reduced our required
supervisory experience hoping to attract a larger field of candidates. Recent travel
restrictions will likely limit candidate travel to our County for interviews.
Recognizing the likelihood that we will not have a full time County Engineer on staff
before April 13`x, 2020 and that our appointed County Engineer Mr. Mark R. Cook
Will expire on this date, we are appointing Mr. Cook Acting County Engineer for an
additional six-month period ending September 6, 2020.
The Kittitas County Board of County Commissioners appreciates the County Road
Administration Board's patience as we continue our search for a permanent County
Engineer.
