AGENDA STAFF REPORT
AGENDA DATE: March 17, 2020
ACTION REQUESTED: Consider a Special Event Application request to hold the
Annual Yakima River Canyon Marathon.
BACKGROUND: The Commissioner’s office received a Special Event
application to hold the annual Yakima River Canyon
Marathon & Half Marathon on Saturday April 4, 2020.
INTERACTION: The applicant is requesting a waiver to the following:
Kittitas County Code Chapter 5.20.100 – Penal Bond –
Bond of Indemnity - The applicant has provided proof of
insurance/endorsements and believes that it should be
adequate coverage, since their event has proven to have no
effect on the roads in the past.
The applicant does not need a waiver to the following:
The applicant has not requested a waiver to Kittitas
County Code Chapter 5.20.160 – Closing Hours but
since their event is scheduled to begin at 7:00 a.m. and
according to the County Code, events shall not be open to
the public before the hour of 7:00 a.m. they will not need a
waiver.
The permit fee has been paid and Staff has routed the
application and received a recommendation of approval or
contingent approval from the following departments:
Sheriff, Public Health, Public Works, Solid Waste, Fire
Marshal, Auditor & Prosecutor.
Public Works has requested the following:
1) Local advertisement in the Daily
Record/Radio/physical posting two weeks in advance
to inform the traveling public of upcoming event in
order to give them the choice to plan a different route
during this time period.
2) There will be no closures of County Roads and there
will be sufficient signage and traffic control at all
intersections.
Auditor: Event is Exempt. They are under a 501C3
additionally activities are held in Selah at the race
headquarters which would be exempt from Kittitas
County’s Admissions Tax. Applicant should file for
exemption as required in years past.
Sheriff: Stated that Reserve Deputy bill Hunt be kept
informed of any further planning meetings in regards to
traffic control for the event and that the WSP be consulted
as there will be impact to SR 821.
Fire Marshal has stated the following:
1) EMS providers will utilize the 911 system to request
ambulances if needed for transport.
RECOMMENDATION: Approve the Special Event Application to hold the annual
Yakima River Canyon Marathon on Saturday April 4,
2020.
HANDLING: BOCC Staff to send notice to applicant and notify County
Departments & Kittcom. Noting a waiver to the Penal
Bond and complying with recommendations from: Public
Works, Fire Marshal, Sheriff and Auditor.
