AGENDA DATE: March 3, 2020
ACTION REQUESTED: Conduct a Public Hearing on March 3, 2020 at 2pm to
consider amending the 2020 Annual Construction Program
BACKGROUND: The Board approved Public Works' 2020 Annual
Construction Program with Resolution 2019-152. The
deterioration of Bullfrog Road pavement now dictates
Public Works amendment of the adopted annual program
allowing road repairs in 2020. The inclusion of Bullfrog
Road creates a re -prioritization of annual projects. A
public hearing conducted on March 3, 2020 did not result
in changes to Public Works' recommended amendments to
the proposed 2020 Annual Construction Program.
INTERACTION: Public Works
RECOMMENDATION: Approve the recommended amendments to the 2020 Public
Works' Annual Construction Program.
HANDLING: Return one original to Public Works.

RESOLUTION NO. 2020 -
AMENDING THE 2020 PUBLIC WORKS ANNUAL CONSTRUCTION PROGRAM
WHEREAS: Kittitas County is required by the County Road Administration Board (CRAB) to
develop an annual construction program for Board of County Commission
adoption during Road Fund budget development; and
WHEREAS: The Board of County Commissioners adopted the 2020 Public Works Annual
Construction Program with Resolution 2019-152; and
WHEREAS: The recent deterioration of Bullfrog Road pavement now requires amending of
the adopted plan allowing 2020 repairs; and
WHEREAS: The addition of the Bullfrog pavement rehabilitation project requires re -
prioritizing projects for 2020 construction;
WHEREAS: The Board of County Commissioners conducted a public hearing on March 3,
2020 regarding Public Works' proposed amendments;
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby amend the 2020 Public Works Annual Construction
Program.

consider amending the 2020 Six -Year Transportation Plan
BACKGROUND: The Board approved Public Works' 2020 Six -Year
Transportation Plan with Resolution 2019-153. The
deterioration of Bullfrog Road pavement now dictates
Public Works amendment of the adopted Six -Year Plan
adjusting projects beyond 2020.
A public hearing conducted on March 3, 2020 did not result

AMENDING THE 2020 PUBLIC WORKS SIX YEAR CONSTRUCTION PROGRAM
WHEREAS: Kittitas County Department of Public Works is required to prepare (annually) a
six-year transportation improvement plan consistent with County Road
Administration Board requirements; and
WHEREAS: The Kittitas County Board of County Commissioners did approve the 2020 Public
Works Six -Year Transportation Plan with Resolution 2019-153; and
WHEREAS: Public Works has amended the 2020 Annual Construction Program addressing
unforeseen damage to Bullfrog Road; and
WHEREAS: Adjustments to the 2020 Annual Construction Program impact projects scheduled
on the adopted Six -Year Plan causing amendments to the adopted plan; and
WHEREAS: The Board of County Commissioners did conduct a public hearing on March 3,
2020 regarding Public Works' proposed amendments to the Six -Year Plan;
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby amend the 2020 Public Works Six -Year Transportation
Plan.
