MEMORANDUMOFUNDERSTANDINGANDINTERLOCALAGREEMENTBETWEENTHEBUREAUOFLANDMANAGEMENTSPOKANEDISTRICTOFFICEANDTHEKITTITASCOUNTYSHERIFF'SOFFICEI.PURPOSEThisMemorandumofUnderstanding(MOU)isenteredpursuanttotheauthorityofRCW(RevisedCodeofWashington)Chapter39.34andprovidesfortheincreasedprotectionofpersonsandpropertyonthepubliclandsandroadsadministeredbytheUnitedStatesDepartmentoftheInterior,BureauofLandManagement(BLM),throughcooperationbetweentheKittitasCountySheriffsOfficeandtheBLM,bythegrantingandacceptanceofauthorityforBLMlawenforcementofficerstoenforceStateandlocallawsandregulationspursuanttothisMOU.II.AUTHORITYA.BureauofLandManagementSection303(d)oftheFederalLandPolicyandManagementActof1976(43U.S.C.1733(d))providesthat,inconnectionwiththeadministrationandregulationoftheuseandoccupancyofthepubliclands,theSecretaryisauthorizedtocooperatewiththeregulatoryandlawenforcementofficialsofanyStateorpoliticalsubdivisionthereofintheenforcementofthelawsorordinancesofsuchStateorsubdivision.B.KittitasCountySheriffsOfficeSection36.28.020oftheRCWgrantstheSheriffofKittitasCountythepowertodeputizepersonsinwritingtoperformparticulartasks.ThepersondesignatedbelowbyBLMhasbeenspeciallycommissionedbytheKittitasCountySheriffpursuanttothatstatuteandasdefinedinRCW10.93.020(5).Attachment6-1
