RE: Washington State Sporting Clay Championship
Admissions Tax
Dear Board Members:

Based upon review of the application for the Washington State Sporting Clay Championship to be held
on June 25 through 28th, 2020, this event would be exempt from the collections of Admission tax based upon
Kittitas County Code 3.2 Admissions Tax section 3.22.030 exemptions (d) which states:
d. The admissions tax imposed by this ordinance shall not apply to a charge or fee paid by
contestants in order to participate in an event or activity, if the charge or fee paid is actually
used to fund cash payouts to the contestants. Any portion of such charge or fee that is not
used to fund cash payouts to the contestants is still subject to the admissions tax. This
exemption does not apply to charges or fees paid by spectators to the event or activity, even if
such charge or fee is used to fund cash payouts.
However, if admission is going to be charged to spectators then admissions tax needs to be collected
and remitted. Also as stated above, if any portion of such charge or fee that is not used to fund cash payouts
to the contestants is still subject to the admissions tax.
In 2019, there was not any admissions tax online -registration or remittance of any tax collected,
leaving me with the assumption, the event did not have any additional funds or spectators.

SUBJECT: Washington State Sporting Clay Championships and the Cascade
Challenge special event applications.
I have reviewed the special permit application from Richard Hoyt, the coordinator of the
Washington State Sporting Clay Championships special event, which is scheduled for
June 25-26-27-28, 2020 and the Cascade Challenge special event scheduled for July
31St - August 2nd, 2020.
I recommend approving this event based on the following criteria.
I foresee no negative impacts to County roads or the motoring public.
2. Public Notice given 2 weeks before events to notify residents of upcoming
event.

and Cascade Challenge
Dear Board of Commissioners,
I have reviewed the applications for the shooting events occurring at Lost Pair Ranch during the dates 6/25/20 -
6/28/20 and 7/31/20 — 8/2/20.
A Fire Marshal Special Event Permit will not be required for either event.
I approve the two events under the following condition:
Lost Pair Ranch must schedule their annual fire and life safety inspection for 2020 between now and June and
receiving a passing inspection. They can contact the inspection line at 509-962-7694 and reference Permit # FI -
19 -00072.

In regards to ABATE:
The Sheriff Office wishes to require the head of security to schedule a meeting with a Sheriff's Office command person
prior to the event.
We also request that the security they use be able to show proof of licensing or credentials, and that they specify a
communications plan for possible criminal action / emergencies.

Our office received a 3 Special Event applications two from Richard Hoyt to host the 2020 Washington State Sporting
Clay Championships June 25, 26, 27 & 28 2020 & the Cascade Challenge July 31, 2020 —August 2, 2020 and One from
Abate of Washington to host the Spring Opener June 25, 26, 27, 28 2020 (no your not seeing double there are two event
happening at the same time).
I plan to place these requests on the February 4, 2020 Agenda for the Boards consideration.
Please submit your departments recommendations to me no later than January 28, 2020
If there are still outstanding issues, please indicate those in writing.
For specific questions regarding the event I would ask that you contact the applicant directly.
