AGENDA DATE: February 4, 2020
ACTION REQUESTED: Consider an Event Application request from ABATE of
Washington to hold the 2020 Spring Opener.
BACKGROUND: On October 30, 2019 the Kittitas County Board of
Commissioners received an Event Application & permit fee
from ABATE of Washington to hold the 2020 Spring
Opener (June 25 - 28, 2020).
INTERACTION: On January 3, 2020 Staff sent the application materials to
various County departments for their review and
recommendation for the proposed event.
Staff received recommendations of approval or contingent
approval from: Solid Waste, Public Works, Sheriff, Public
Health; Prosecutor & Fire Marshal noting that the County
Auditor had not reported at the time of Staff Report being
generated.
The Sheriff’s Office indicated they were made aware that
Phoenix Security will not be doing the security for
ABATE. They have asked that the event not be approved
until they have secured security that is licensed.
* note that ABATE has indicated they are working to get a
contract with Armored Knights Protective & Investigative
Services.
The Kittitas County Public Works Department (Chuck
Reed, Road Foreman) submitted a recommendation to
approve the Special Event Permit with a recommendation
of the following criteria: advance notice be given to the
public though adverting in the Daily Record and the
Northern Kittitas County Tribune newspapers, two weeks
in advance to inform the public.
The Kittitas County Fire Marshal’s Office stated the
following: Upon review of the above permit application, I
have the following conditions:
A Fire Marshal Special Event Application is required & the
Coordinator must call 509-962-7000 to request an
inspection at least 24 hours prior to the event, must receive
a passing inspection which includes inspection of vendors.
EMS staff will utilize the 911 system to report emergencies
as appropriate; the applicant must maintain clear
emergency vehicle access throughout the campus at all
times; ensure power generators exhaust away from
assembly or sleeping areas.
The applicant is requesting a waiver to the following:
Kittitas County Code Chapter 5.20.100 – Penal Bond –
Bond of Indemnity since the event is located at Silver
Ridge Ranch and the waiver was granted for their 2014,
2015, 2016, 2017, 2018 & 2019 event with no damage to
any property, they feel 2020 will be no different.
Kittitas County Code Chapter 5.20.160 – Closing Hours
since their event is scheduled to begin at 6:00 a.m. and go
until 1:00 a.m. According to the County Code, events shall
not be open to the public before the hour of 7:00 a.m. and
shall remain open to the public until such time as approved
by the Board of County Commissioners in the application
process.
RECOMMENDATION: Approve the Event Application from ABATE of
Washington to hold the 2020 Spring Opener contingent
upon them complying with the Fire Marshal and Public
Works contingency’s as well as working with KCSO to
obtain licensed security at the event and staying current
with their admission tax reporting and taxes paid, including
that they collect and report for 2020; and approve granting
a waiver of Kittitas County Code 5.20.100 (Penal Bond-
Bond of Indemnity) and Kittitas County Code Chapter
5.20.160 (Closing Hours-request for a waiver until 1:00
a.m. for 3 nights Thursday -Saturday).
HANDLING: Commissioners Staff to notify the applicant and County
Departments of the Board’s final action.
