KITTITAS COUNTY <br />TREASURER’S OFFICE <br /> <br />AGENDA STAFF REPORT <br /> <br /> <br />AGENDA DATE: January 21, 2020 <br /> <br />ACTION REQUESTED: Request to Acknowledge a Service Subscription Agreement <br />between Kittitas County Treasurer’s Office and PFM Financial Advisors, PLLC for the use <br />of PFM’s Synopsis software from 2020-2022. <br /> <br /> <br />BACKGROUND: Kittitas County Treasurer’s Office (Treasurer) has had a Professional <br />Services Agreement with PFM Financial Advisors PLLC (PFM) since 2016 in which PFM <br />serves as the financial advisor to assist the Treasurer in developing and implementing <br />strategies to meet our short and long-term operations, financial obligations, capital financing <br />needs, and to render assistance with respect to debt transactions. <br /> <br />The Treasurer wishes to enter into an agreement with PFM to subscribe to their internally- <br />owned and developed software program Synopsis, which is a budget forecasting program that <br />integrates with the functionalities of OpenGov. The County already owns OpenGov. The <br />purchase price and annual subscription fees are already included in the Treasurer’s approved <br />2020 budget. <br /> <br />The purpose of purchasing this software is to better enable the County to plan and forecast for <br />budget purposes large purchases and projects as well as easily documenting and presenting <br />feasibility studies and other research done pertaining to revenues and expenditures. <br /> <br />PFM will provide all related initial and ongoing training and will handle the initial and annual <br />data importations themselves. Additionally, other County Offices and Departments could also <br />use this data for their own specific planning and forecasting needs. <br /> <br />INTERACTION: The Kittitas County Prosecutor’s Office has reviewed and approved. <br /> <br />RECOMMENDATION: Request to Acknowledge a Service Subscription Agreement <br />between Kittitas County Treasurer’s Office and PFM Financial Advisors, PLLC for the use <br />of PFM’s Synopsis software from 2020-2022. <br /> <br />HANDLING: Please return one copy of the signed Resolution to the Kittitas County <br />Treasurer’s Office for our records. <br /> <br />ATTACHMENTS: PFM Synopsis contract, for reference. <br /> <br />LEAD STAFF: Heather Seibert, Finance Officer
