A RESOLUTION CERTIFYING TO THE COUNTY ASSESSOR THE RESPECTIVE
AMOUNTS OF TAXES LEVIED FOR EACH TAXING DISTRICT
WHEREAS: It is the duty of each taxing district to file certified budgets or estimates with
the Board of County Commissioners, pursuant to RCW 84.52.020;
WHEREAS: It is the duty of the Board of Commissioners to certify to the County Assessor
the respective amounts of taxes levied by the Board for each taxing district,
pursuant to RCW 84.52.070() );
WHEREAS: Each taxing district has filed certified budgets or estimates with the Board of
County Commissioners;
WHEREAS: A copy of each taxing district 's certified budget or estimate, as filed with the
Board of County Commissioners , is attached to this resolution;
NOW, THEREFORE BE IT RESOLVED: That the Kittitas County Board of Commissioners
certifies to the Kittitas County Assessor th e respective amount of levied by the Board for
each taxing district as set forth in each taxing district's certified budget or estimate, copies of
which are attached to this resolution.

RE: Property tax authority for funding refunds and abatements per RCW 84.69.180
Dear Mrs. Lee,
Refund levies are used to recover administrative or adjudicated refunds paid in the preceding twelve
months. A taxing district may levy for refunds paid to taxpayers, or to be paid to taxpayers,
including interest, plus an amount for abated or cancelled taxes, offset by any supplemental tax
collected. Taxing districts may request a refund levy be included within the levy limit
calculations. To do this, they must include the amount of refund levy they desire in their levy
certification to the county assessor. Although the refund levy is outside of the levy limit (aka 101
percent) calculation, the levy rate cannot exceed the statutory maximum rate for the taxing
district. More infonnation can be found in RCW 84.69.180.

A RESOLUTION of the Board of Directors of Naches Valley School District
No. JT3, Yakima and Kittitas Counties, Washington, certifying to the Board of County
Commissioners of Yakima and Kittitas Counties, Washington and the Superintendent
of Educational Service District I 05 the amount of excess property taxes to be levied in
year 2019 and collected in year 2020 for the District's General Fund and Debt Service
Fund; and providing for related matters. '
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF NACHES VALLEY SCHOOL
DISTRICT NO. JT3, YAKIMA AND KITTlT AS COUNTIES WASHINGTON, as follows:
Section I. Findings and Det.enninations . The Board of Directors (the "Board") of Naches
Valley School District No. JT3, Yakima and Kittitas Counties, Washington (the "District") takes note
of the following facts and makes the following findings and determinations:
(a) By Resolution No. 01-2019-2020, the Board adopted a budget for Fiscal Year 2019-20
(the "2019-20 Budget") that included certified General Fund educational programs and operation excess
property taxes in the amount of$2,391,988 to be levied in 2019 and collected in 2020. The Board has
detennined that the amount of the District's General Fund educational programs and operation excess
tax levy previously certified in the 2019-20 Budget of $2,391,988 should now be increased to
$3,250,000.
(b) The 2019-20 Budget included certified Debt Service Fund excess property taxes to pay
debt service on all of the District's outstanding unlimited tax general obligation bonds in the amount
of$1,600,000 to be levied in 2019 and collected in 2020.
Section 2. Certification of General Fund Ex.cess Property Tax. Levy; Assessor
Authorization. Pursuant to RCW 84.52.020, the Board certifies to the Board of County
Commissioners of Yakima and Kittitas Counties, Washington and the Superintendent of Educational
Service District I 05 an excess property tax. levy in the amount of $3,250,000 to be levied in calendar
year20t9 and collected in calendar year2020 for the District's General Fund. The Assessors of Yakima
and Kittitas Counties, Washington, are authorized and directed, without further Board action, to
reduce the General Fynd excess property tax levy amount to be extended upon the tax rolls and
collected in calendar year 2020 to be consistent with the limitations imposed by RCW 84.52.0531.
Section 3. Certification of Debt Service ,fund Ex.cess Property Tax Levy. Pursuant to
RCW 84.52.020, the Board certifies to the Board of County Commissioners of Yakima and Kittitas
Counties, Washington and the Superintendent of Educational Service District l 05 an excess property
tax levy in the amount of $1,600,000 to be levied in calendar year 2019 and collected in calendar year
2020for the District's Debt Service Fund.
Section 4. General Authorization and Ratification. The Secretary to the Board, the Chair
of the Board, the District's Director of Business and Operations, and other appropriate officers of the
District are authorized to take all other actions and execute all other documents necessary to effectuate

Section J. Findings atld D etenni nations . The Board of Directors (the "Board") of
Easton School District No. 28, Kittitas County, Washington (the "District") takes note of the
following facts and makes the following findings and determinations:
(a) By Resolution No. 450, the Board adopted a budget for Fiscal Year 2019-20 (the
"2019-20 Budget") that included certified General Fund educational programs and operation excess
property taxes in the amount of $269,043 to be levied in 2019 and collected in 2020.
(b) The 2019-20 Budget did not certify Capital Projects Fund excess property taxes to
be levied in 2019 and collected in 2020 because the District, at the time of adoption of the 2019-20
Budget, did not have an existing Capital Projects Fund excess tax levy. On November 5, 2019,
voters within the District approved a four-year excess tax levy for the Capital Projects Fund, the
amount of which levy to be collected in calendar year 2020 (the first year of collection) is
$340,000.
Section 2 . Certification of General Fund Exo e Property Tax Levy. Pursuant to
RCW 84.52 .020, the Board certifies to the Superintendent of Educational Service District 105
and the Board of County Commissioners of Kittitas County, Washington, an excess property tax
levy in the amount of $269,043 to be levied in calendar year 2019 and collected in calendar year
2020 for the District's General Fund.
Section 3. Certification of Capital Projects Fund Excess Property Tax Levy.
Pursuant to RCW 84.52.020, the Board certifies to the Superintendent of Educational Service
District 105 and the Board of County Commissioners of Kittitas County, Washington, an excess
property tax levy in the amount of $340,000 to be levied in calendar year 2019 and collected in
calendar year 2020 for the District's Capital Projects Fund.
Section 4. General Authorization and Ratification. The Secretary to the Board, the
Chair of the Board, the District's Business Manager, and other appropriate officers of the District
are severally authorized to take all other actions and execute all other documents necessary to

RESOLUTION NO. 30-19
CERTIFICATION OF 2020 EXCESS PROPERTY TAXES
A RESOLUTION of the Board of Directors of Selah School District No. 119, Yakima and
Kittitas Counties, Washington, certifying to the Boards of Yakima and Kittitas County
Commissioners of Yakima and Kittitas Counties, Washington and the Superintendent of
ESD 105, the amount of excess property taxes to be levied in year 2019 and collected in
year 2020 for the District's General Fund and Debt Service Fund; and providing for related
matters.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF SELAH SCHOOL
DISTRICT NO. 119, YAKIMA AND KITTITAS COUNTIES, WASHINGTON, as follows:
Section 1. Findings and Determinations. The Board of Directors (the "Board")
of Selah School District No. 119, Yakima and Kittitas Counties, Washington (the "District")
takes note of the following facts and makes the following findings and determinations:
(a) By Resolution No. 20-19, the Board adopted a budget for Fiscal Year 2019-
20, (the "2019-20 Budget") that included certified General Fund Replacement Educational
Programs and Operation Levy excess property taxes in the amount of $3,097,205 to be
levied in 2019 and collected in 2020.
(b) The 2019-20 Budget included certified Debt Service Fund excess property
taxes to pay debt service on all of the District's outstanding unlimited tax general obligation
bonds in the amount of $4,402,000 to be levied in 2019 and collected in 2020.
Section 2. Certification of General Fund Excess Property Tax Levy . Pursuant
to RCW 84.52.020, the Board certifies to the Boards of County Commissioners of Yakima
and Kittitas Counties, Washington and the Superintendent of ESD 105, an excess
property tax levy in the amount of $3,097,205 to be levied in calendar year 2019 and
collected in calendar year 2020 for the District's General Fund ("2020 GF Levy Amount").
Section 3. Certification of Debt Service Fund Excess Property Tax Levy.
Pursuant to RCW 84.52.020, the Board certifies to the Boards of County Commissioners
of Yakima and Kittitas Counties, Washington and the Superintendent of ESD 105, an
excess property tax levy in the amount of $4,402,000 to be levied in calendar year 2019
and collected in calendar year 2020 for the District's Debt Service Fund.

General Authorization and Ratification. The Secretary to the Board, the Chair of
the Board, the District's Associate Superintendent for District Operations and other
appropriate officers of the District are severally authorized to take all other actions and
execute all other documents necessary to effectuate the provisions of this resolution, and
all prior actions taken in furtherance of and not inconsistent with the provisions of this
resolution are ratified and confirmed in all respects.
Section 4. Effective Date. This resolution takes effect from and after its
adoption.
ADOPTED by the Board of Directors of Selah School District No. 119, Yakima and
Kittitas Counties, Washington, at a regular open public meeting thereof, of which due
notice was given as required by law, held this 24th day of October, 2019, the following
Directors being present and voting in favor of the resolution.

WHEREAS the Board of Commissioners of Public Hospital District No. 1,
Kittitas County, is responsible for adopting an appropriate operating budget for District
for the year 2020 .
THEREFORE, BE IT RESOLVED, by the Board of Commissioners of Public
