BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION AUTHORIZING THE KITTITAS COUNTY PUBLIC HEALTH <br />ADMINISTRATOR TO NEGOTIATE, ENTER INTO, AND APPROVE CONTRACTS WITH A <br />VALUE OF LESS THAN $25,000 <br />RESOLUTION No. 2019 -J 1"'0 <br />WHEREAS, the Kittitas County Board of County Commissioners has the authority to <br />make such contracts as may be necessary to their corporate or administrative powers, and to do <br />all necessary acts in relation to the property of the County pursuant to RCW 36.01.010; and <br />WHEREAS, the Kittitas County Board of County Commissioners can delegate to its <br />agents or officers certain corporate or administrative powers, such as contracting authority, <br />pursuant to RCW 36.01.030; and <br />WHEREAS, the Kittitas County Board of County Commissioners has previously <br />delegated to other County departments and offices the specific authority to negotiate, enter into, <br />and approve contracts for expenditures, purchases, or other contractual obligations for property, <br />goods, or services; and <br />WHEREAS, the Kittitas County Public Health Administrator, in carrying out the duties <br />of the Public Health Department, is frequently called upon to sign contracts, administrative <br />agreements, or sub-agreements with relatively low risk and dollar value; and <br />WHEREAS, it is an inefficient and expensive use of staff time and resources for the <br />Kittitas County Board of County Commissioners to review and approve all Public Health related <br />contracts, regardless of amount; <br />NOW THEREFORE, BE IT HEREBY RESOLVED that the Kittitas County Board of <br />County Commissioners authorizes the Kittitas County Public Health Administrator to negotiate, <br />enter into, and approve contracts for expenditures, purchases, or other contractual obligations for <br />property, goods, or services with a monetary value of less than $25,000. <br />BE IT FURTHER RESOLVED that the provisions of Resolution 2009-22, which <br />requires all contracts to be reviewed and approved as to form by the Prosecutor's Office before <br />the contract is signed, and which also directs the Auditor's Office to deny payment for any <br />contract not reviewed and approved by the Prosecutor's Office, shall remain in full effect. <br />Page 1 of 2
