Page 1 of 2 Public Notice Kittitas County, Ellensburg WA The Kittitas County Public Works solicits interest from consulting firms with expertise in Traffic Signal and Civil Design. This agreement will be for approximately two (2) years in duration with the option for the Kittitas County Public Works to extend it for additional time and money if necessary. Consultants will be considered for the following project. The Kittitas County Public Works reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Project Description The work to be performed by the CONSUL TANT consists of performing Engineering and Environmental work required for the completed design of the University Way and Reecer Creek Road Intersection Improvements Project. The proposed intersection project includes the design of a new traffic signal at the intersection of University Way and Reecer Creek Road including signal timing, vehicle detection, and ADA pedestrian improvements. • Street Improvement Design • Traffic Signal Design including Accessible Pedestrian Signals and Vehicle Detection • Traffic Signal Timing Design • Design of ADA Pedestrian Crossing Improvements • Complete a Biological Assessment and Cultural Resource Report for the project as required • Environmental Analysis and Permitting Submittal Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: l. Key personnel background and experience. 2. Overall PS&E experience. 3. Firms experience with design of street improvement projects especially in regards to intersections. 4. Firms experience with traffic signal design, signal timing, and design of ADA accessible pedestrian improvements. 5. Firms experience with environmental reporting and permitting. 6. Eastern Washington design experience. 7. Familiarity with relevant codes and standards. 8. Past performance/references. Interview Evaluation Criteria Interviews will be evaluated and ranked based on the following criteria for a total of 175 points: I. An understanding of the scope of work (25 points) 2. Experience with the design of street improvement projects ·especially -in regards to intersections (25 points) 3 . Experience with traffic signal design and traffic signal timings (25 points) 4. Outline of a realistic schedule from executed consultant agreement to completion of bid documents (plans and specifications) (25 points) 5. Who would be the primary point of contact and what strategies have been successful in past projects when communicating with agencies (25 points) 6. Describe your teams strategies to keep on track of the project schedule and budget (25 points) 7. Experience working with the City of Ellensburg or Kittitas County (25 points) Submittal Submittals should include the following information : Firm name, phone and fax numbers ; Name of Principal-in-Charge •amd Project Manager; and Number of employees in each firm proposed to project. Submittals shall not exceed ten (front and back) pages in length, utilize 12 point font. The ten page limit shall include title page and any submittal graphics .
