AGENDA STAFF REPORT
AGENDA DATE: September 17, 2019
ACTION REQUESTED: Request to Approve a Resolution to Award the
Contract for General Engineering and Planning
Services for Bowers Field to Century West
Engineering and Authorize the Director of Public
Works to negotiate scope of work and sign the
professional services agreement.
BACKGROUND: Public Works produced a Statement of
Qualifications seeking to hire a consultant for
Engineering and Planning Services for Bowers
Field. Public Works advertised for said services by
issuing a Request for Qualifications in the local
paper of record, advertising for a three week period
in June, 2019. Four (4) qualified firms responded to
the request for qualifications process closing on
July 8, 2019. A review panel scored submittals and
three (3) firms were interviewed. Public Works is
recommending awarding said contract to Century
West Engineering.
INTERACTION: Public Works
RECOMMENDATION: Approve a Resolution to Award the Contract for
General Engineering and Planning Services for
Bowers Field to Century West Engineering and
Authorize the Director of Public Works to negotiate
scope of work and fee and sign the professional
services agreement once negotiated.
HANDLING: Return one (1) original to Public Works

RESOLUTION NO. 2019 -
AWARDING GENERAL PLANNING AND ENGINEERING SERVICES FOR BOWERS
FIELD TO CENTURY WEST ENGINEERING AND AUTHORIZE THE PUBLIC
WORKS DIRECTOR TO SIGN SAID PROFESSIONAL SERVICES AGREEMENT
WHEREAS: Public Works solicited for qualified general planning and engineering firms
pursuant to state and federal procurement regulations soliciting for proposals for
three weeks in June, 2019; and
WHEREAS: Four (4) qualified general planning and engineering firms responded to the
request for qualifications with process closing on July 8, 2019; and
WHEREAS: A review committee of Kittitas County staff evaluated said responses and three
(3) interviews were conducted with Century West Engineering as the preferred
firm to provide said services;
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby authorize the Public Works Director to negotiate a scope
of work and fee with Century West Engineering for general planning and engineering services
for Bowers Field and authorizes the signature of the Public Works Director on the required
professional services agreement.
