Kittitas County Board of County Commissioners Agenda Staff Report Agenda Date: August 6, 2019 Action Requested: To set a public hearing to declare surplus property to be removed from the County Assets Background: RCW 36.32.210 Inventory of county capitalized assets states: Each board of county commissioners of the several counties of the state of Washington shall file with the auditor of the county a full and complete inventory of all capitalized assets kept in accordance with standards established by the state auditor. The Kittitas County Board of County Commissioners has assigned this function to the County Auditor. The County Auditor as required by GASB and the State Auditor are to report in the County’s financial statement all capitalized assets. The County Auditor maintains and updates the records for Land, Infrastructure, Intangible Assets, Buildings and Improvements, Other Improvements, and Equipment for both Governmental Activities and Business Activities. Maintaining the assets includes adding purchases and removing items for surplus, performing audits and depreciation of assets. Kittitas County Ordinance 2009-04 establishes the comprehensive procedures for the management of County Real and Personal Property and the county policy Asset Inventory, guides the policy and procedure for managing the county assets. Annually, all departments are to perform an inventory of their assets, and as a result of this audit, we need to remove items that are no longer needed to the County; surplus, broken or lost. We request the Board of County Commissioners to set a public hearing to complete the removal process and allow the items to be disposed. Recommendation: Recommend the Board of County Commissioners set a public hearing at 2:00 pm on August 20th, 2019, to declare property surplus to consider disposition of county assets.
