AGENDA STAFF REPORT
AGENDA DATE: August 6, 2019
ACTION REQUESTED: Adopt the presented Resolution regarding Initiative 1639.
BACKGROUND: Commissioner Wright and Sheriff Dana had been provided
information and expressions of concern from constituents
regarding Initiative 1639 and in a meeting asked for
assistance in putting together a position statement based on
research.
INTERACTION: I directed DPA Mitchell to do the research related to the
topic and draft a proposed Resolution. He reviewed a large
amount of case law and validated research on the claimed
foundation for the Initiative, based upon which he drafted
the attached proposal. I have reviewed and approved the
Resolution and Staff Report.
RECOMMENDATION: Review the proposed Resolution and adopt it as written.
