Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br />Fax (509) 962-7682 <br /> <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: July 16, 2019 <br /> <br />ACTION REQUESTED: Closed record meeting to consider approval of the Dunford PUD Final <br />Development Plan (RZ-07-00008 and LL-08-00002) <br /> <br /> <br /> <br />BACKGROUND: On November 16, 2010, the Kittitas County Board of County Commissioners <br />approved the Dunford Planned Unit Development for a phased development of <br />65 residential units on 345.69 acres through Ordinance 2010-013. The Dunford <br />PUD included a Rezone and Large Lot applications (RZ-17-00008 and LL-08- <br />00002) processed and approved concurrently. This final development plan <br />consists of a total of 65 single family residential units located east of the City of <br />Cle Elum off State Highway 97 at the north intersection of Bettas Road, Cle <br />Elum, WA and is located in a portion of Section 3, T19N, R17E and a portion of <br />Section 34 T20N, R17E, WM in Kittitas County. Assessor’s map numbers 19-17- <br />03000-0002 and a portion of 20-17-34000-0006 and 20-17-34000-0002 <br /> <br /> According to Kittitas County Code (KCC) 17.36.040, following approval of the <br />preliminary development plan by the county, the developer (owner) shall submit <br />a final development plan for approval by the Board. The final development plan <br />submittal shall be consistent with the process as outlined for final plat <br />development in KCC Chapter 16.20, which specifies that the Board shall <br />consider the plan at a public meeting (KCC 16.20.080). <br /> <br /> According to KCC 17.36.045(2), the Board shall approve final development <br />plans for the PUD, provided the conditions imposed on the preliminary PUD <br />approval have been satisfied. Staff has reviewed the final development plan, and <br />finds that the conditions imposed by Resolution 2010-013 have either been met <br />or are on-going conditions to be met prior to final plat approval (see Dunford <br />PUD Amended Compliance Review Matrix). <br /> <br />INTERACTION: Pursuant to KCC 17.36, the final development plan has been reviewed by Kittitas <br />County Community Development Services for compliance with KCC 17.36 (at <br />the time of project preliminary approval) and Resolution 2010-013. <br /> <br />RECOMMENDATION: Approve final development plan and direct CDS staff to prepare enabling <br />documents. <br /> <br />ATTACHMENTS: Final Development Plan Master File and Index File. <br /> <br />LEAD STAFF: Lindsey Ozbolt, Planning Official
