RE: WestStar Team Roping
Admissions Tax
Dear Board Members:
KI!'f l3'A1l [[4'•f i
Based upon review of the application for the WestStar Team Roping to be held on August 28,
2019 through September 2, 2019, this event would be exempt from the Admission Tax based upon
Ordinance 2018-007, amending the Kittitas County Code 3.22 Admission Tax; Section 3.22.030
exemptions (d) which states:
d. The admissions tax imposed by this ordinance shall not apply to a charge or fee paid by
contestants in order to participate in an event or activity, if the charge or fee paid is actually
used to fund cash payouts to the contestants. Any portion of such charge or fee that is not
used to fund cash payouts to the contestants is still subject to the admissions tax. This
exemption does not apply to charges or fees paid by spectators to the event or activity, even if
such charge or fee is used to fund cash payouts.
However, if they were going to charge admission for people to view the event, that would be
subject to admissions tax.
If you have any questions the admission, please contact me.
Sincerely,
Judy, ,less, Budget and Finance Manager

RE: Weststar
If the information stated in the application by the Weststar event is true, accurate, and there is
stewardship in following through with such statements, and the following list of requirements
agreed upon per a meeting between KCPHD and Scott & Jo Repp on 6/18/2019. At this time
the applicants have met all the requirements of the Kittitas County Public Health Department.
0 Place signs on all indoor and outdoor bathrooms, spigots, and RV hook ups stating "Non
Potable Water — Do Not Drink" in visible locations.
4 Have bottled drinking water available to all guests, to encourage participants and
attendees not to drink the water out of spigots, hook ups, and sinks.
0 Even with the required signs, there are still many points of public access for water on
the property. In lieu of bacteriological testing of water well samples, eleven frost free
spigots will be padlocked during each event. One spigot will be left unlock and
designated for nonhuman consumption and use (such as livestock watering, etc.). This
spigot will be designated and declared "Non Potable" with signage.
All RV grey water tanks must remain capped during the entire duration of each event.
The operators of WestStar events are responsible for ensuring that no greywater is
disposed of on the property. KCPHD staff will conduct spot checks periodically to ensure
compliance.

Educational material, like a pamphlet, must be distributed to all attendees with RVs
during each event. KCPHD must receive a copy of the educational material and the
operator's plan for distribution (including the number of pamphlets that will be printed
and how they will be passed out to attendees) before approval of any event. This
pamphlet must include:
o Address of free RV dump site(s);
o Reference to Kittitas County Code Chapter 13.04.200, which makes it unlawful to
dump or dispose of refuse from holding tanks, storage tanks, and septic tanks;
and
A map must be provided to KCPHD and/or with a special event application with every
restroom, toilet, and sink identified and numbered, with the distance between areas of
activity and RV camping clearly indicated, as per the Kittitas County Special Event permit
application requirement.
A Food service providers must obtain their food service permit through KCPHD at least
two weeks prior to each relevant event. Food operators must provide:
o Portable handwashing station with potable water
o Potable water for all food preparation and food equipment/utensil cleaning
o Bottled water for customers to drink, if water will be provided by food operator.
If the food service provider runs out of potable water, the food service must
cease until more potable water is obtained.
Please feel free to contact me if you have any questions or concerns.

SUBJECT: West Star Team Roping Special Event Application
After review of the special event application submitted by Scott and Jo Repp to host the
West Star Team Roping events on August 28, 2019, 1 have found that the applicants

use of public roads and rights of way.
The application indicates that all event parking and traffic impacts can be maintained on

a County road. The applicant would be required to ensure that no unmitigated adverse
impacts to the traveling public along Robinson Canyon Road will occur from this
proposal.
Public Works recommends approval of this event based on these conditions. Please
feel free to contact Kittitas County Public Works with any additional questions you may
have at 509-962-7523.
