ACTION REQUESTED: Request to Approve a Resolution to Authorize the Public
Works Director's Signature on the Professional Services
Agreement with SCJ Alliance Supporting Design of the
Reecer Creek/University Way Traffic Signal
BACKGROUND: Public Works (PW) is taking the lead on designing the
traffic signal at Reecer Creek Road and University Way.
The level of service at the intersection is deteriorating
rapidly and action is required. The City is in the process of
meeting obligations to annex University Way. PW is using
State Transportation Block Grant money towards design
completion. PW has declined pursuing construction
funding for installing the signal. PW anticipates the City
will complete annexation of University Way well before
the signal design is complete.
PW conducted a procurement process consistent with
federal and state requirements. PW has been negotiating
scope of work and fee with SCJ Alliance for the past
several weeks and is now ready to contract for service.
INTERACTION: Public Works
RECOMMENDATION: Authorize the Director's signature on the professional
services contract with SCJ Alliance supporting design of
the Reecer Creek/University Way traffic signal for a price
not to exceed $129,750.
HANDLING: Return one original to Public Works

RESOLUTION NO. 2019 -
AUTHORIZING THE PUBLIC WORKS DIRECTOR'S SIGNATURE ON THE'
PROFESSIONAL SERVICES AGREEMENT WITH SCJ ALLIANCE FOR DESIGN OF
THE REECER CREEK ROAD/UNIVERSITY WAY TRAFFIC SIGNAL
WHEREAS: Public Works (PW) solicited for qualified traffic signal engineers in spring of
2019 pursuant to state and federal procurement regulations; and
WHEREAS: PW, with support from City of Ellensburg traffic signal staff, reviewed responses
from qualified engineering firms and selected to negotiate scope of work and fee
with SCJ Alliance; and
WHEREAS: Negotiations are finalizing for scope of work and fee and it appears that SCJ
Alliance and PW are now ready to formalize a professional services agreement for
traffic signal design services;
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby authorize the Public Works Director to sign the
professional services agreement with SCJ Alliance for design of the Reecer Creek
Road/University Way traffic signal for an amount not to exceed $129,750.00.
