KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: July 2, 2019 <br />ACTION REQUESTED: Request to Approve a Resolution to Authorize the Public <br />Works Director's Signature on the Professional Services <br />Agreement with SCJ Alliance Supporting Design of the <br />Reecer Creek/University Way Traffic Signal <br />BACKGROUND: Public Works (PW) is taking the lead on designing the <br />traffic signal at Reecer Creek Road and University Way. <br />The level of service at the intersection is deteriorating <br />rapidly and action is required. The City is in the process of <br />meeting obligations to annex University Way. PW is using <br />State Transportation Block Grant money towards design <br />completion. PW has declined pursuing construction <br />funding for installing the signal. PW anticipates the City <br />will complete annexation of University Way well before <br />the signal design is complete. <br />PW conducted a procurement process consistent with <br />federal and state requirements. PW has been negotiating <br />scope of work and fee with SCJ Alliance for the past <br />several weeks and is now ready to contract for service. <br />INTERACTION: Public Works <br />RECOMMENDATION: Authorize the Director's signature on the professional <br />services contract with SCJ Alliance supporting design of <br />the Reecer Creek/University Way traffic signal for a price <br />not to exceed $129,750. <br />HANDLING: Return one original to Public Works <br />ATTACHMENTS: Resolution <br />LEAD STAFF: Mark R.
