KITTITAS COUNTY Board of County Commissioners AGENDA STAFF REPORT AGENDA DATE: June 18, 2019 ACTION REQUESTED: Conduct a public hearing to consider the proposed increase to the Solid Waste Department Fee Schedule. BACKGROUND: The Kittitas County Board of Commissioners has the responsibility of managing the countywide Solid Waste System under terms of RCW 70.95, RCW 36.58 and the Joint Solid Waste Disposal System Agreement of March 12, 1979. The Joint Solid Waste Disposal System Agreement provides for the system to be operated on user fees and that the County Board of Commissioners are obligated to set disposal rates as necessary to cover expenses from user fees. The Solid Waste Disposal system includes two transfer stations, two household hazardous waste facilities, a compost facility, a limited purpose landfill and septage lagoons. The Solid Waste Department contracts with Waste Management to operate the tipping floors and for disposal of the municipal solid waste. Waste Management also manages our recycling and hauling of county CDL and yardwaste. In accordance with the contract Waste Management is allowed a yearly CPI increase in their contract. In addition there will be an increase in appliances with CFC’s and liquid waste. These increases in disposal fees are needed to insure that the costs to run the programs are fully funded. The Solid Waste Department has added a new fee to the fee schedule which will be for unsecured loads. Unsecure loads’ coming to the transfer stations contributes to the litter on our county roads and presents a traffic hazard. INTERACTION: Solid Waste, Prosecutors office, and Waste Management.
